このようになってしまえば、誠に恐れ入り、深く心配している次第でございます。支配所の村々の者たちは、昨年来、同国において他の支配所の村々とは異なり、御国恩をわきまえ、定合増米（定められた年貢に加えての増納）を上納したいと申し出た、誠実な良民たちでございます。そのような者たちを空しく退転（離散・没落）させることになるとは、誠に嘆かわしく存じますので、恩仁恵のお沙汰をもって、永年賦にて拝借を成し下さいますよう、お願い申し上げます。そのようにしていただけますならば、右の拝借金を村々の実情に応じて割り振り貸し渡し、年賦返納等の詳細については別紙をもって追ってお伺い申し上げますので、急ぎお伺いの通り拝借を仰せ付けられ、お救いの金子をお下し置き下さいますよう存じます。これによって、災害を受けた村々について、一村ごとの帳面を添えて、この度お伺い申し上げます。以上。

書面のお伺いの通り、金二千五百両の拝借を仰せ付けられましたので、お救いの手立て、並びに用水路の開削・自普請等に使用し、なにぶん概算の見積もり高であり、そもそも余すことなく遣い払うべきものでもありませんので、無益な支出等のないよう精々取り締まりをつけ、渡し方の仕訳・返納年賦・御勘定組等につきましては、別紙をもってお伺い申し上げます。

信州千曲川大洪水の始末を申し上げます書付
先日ご届け申し上げておきました犀川筋、真田信濃守領分の平林村地内の山崩れによる締め切り箇所が、当月十三日の夜、大岩が抜け落ちて切れ破れ、千曲川が満水となりました。その折、私は水内郡の大地震による被害を受けた村々の見分のため各村を巡回しており、同日、千曲川の川縁内へ夕七ツ時（午後四時頃）頃に到着し、百姓・伴七方に宿泊しておりましたところ、間もなく頻りに南の方から震動が感じられました。

If such a situation were to come to pass, we would be deeply alarmed and troubled. The people of the villages under our jurisdiction have, since last year, unlike those of other jurisdictions within the same province, shown their understanding of the benevolence of the realm by offering to submit additional rice levies beyond the fixed amount — they are truly loyal and good subjects. We find it deeply lamentable that such people should be reduced to ruin and dispersal in vain. Therefore, we humbly request that, through an act of benevolent and compassionate grace, a long-term installment loan be extended to us. Should this be granted, the loan amount will be apportioned and distributed to each village according to its circumstances, and the details regarding annual repayment installments and other related matters will be submitted separately in due course. We humbly request that the loan be approved promptly as petitioned, and that the relief funds be disbursed accordingly. On this basis, we submit this petition along with registers prepared on a village-by-village basis for each affected village. Respectfully submitted.

In accordance with the petition as written, the loan of 2,500 ryō has been approved. These funds are to be used for relief measures and for self-funded repairs (jifushin) of irrigation channels. As the amount is based on a rough estimate from the outset, and is not necessarily intended to be spent in its entirety, strict controls shall be maintained to ensure no wasteful expenditures occur. Details regarding the distribution accounting, annual repayment schedules, and account organization shall be submitted separately.

A written report on the circumstances of the great flood of the Chikuma River in Shinano Province
Regarding the landslide and river blockage site within the village of Hirabayashi, in the domain of Sanada Shinano-no-kami, along the Sai River, of which notice was previously submitted — on the night of the thirteenth day of this month, a large boulder broke away and the blockage was breached, causing the Chikuma River to flood to full capacity. At that time, I was traveling through the villages of Mizu'uchi District to inspect the damage caused by the great earthquake. On that same day, I arrived at a location along the bank of the Chikuma River at around the hour of yūnanatsu (approximately 4:00 p.m.) and lodged at the home of a farmer named Tomoshichi. Before long, tremors began frequently from the direction of the south.
