同郡鹿谷村日名村分地松平丹波守領分境高地川と申山沢
両岸抜落沢水湛留候二付右押埋之場所深さ弐丈程為堀割
候得共両岸之土砂崩埋候故何分堀割方不行届候処追々水

真田信濃守
先般ご報告申し上げました、私の領分である信州更級郡山平林村の内、岩倉山の山崩れによって犀川が堰き止められていた場所が、四月十三日の夕方に一時に決壊し、川中島一帯が洪水となりました。これにより、川上の方は次第に平常の水位に戻るかと思っておりましたところ、巨石が多く残っているため、予想外に水位が下がらず、今もなお平常水位より五丈余りも水が溜まっており、川沿いの村々の低地では、居宅・耕地ともに水中に没しております。その上、右の川筋のあちこちで山崩れにより土砂が押し埋めているため、山間部から川中島にかけての川筋一帯で川床が高くなり、難渋している状況です。また、先般ご報告申し上げました、同郡鹿谷村・日名村の地で、松平丹波守領分との境にある「高地川」と申す山沢の両岸が崩落し、沢水が堰き止められている件につき、その押し埋められた場所を深さ二丈ほど堀割(掘り開く)させようとしましたが、両岸の土砂が崩れ埋まるため、どうにも堀割が進まない状況です。ところが次第に水嵩が増し、去る(先)月二十八日より水が流れ出してはおりますが、この上さらに一時に決壊して犀川へ押し出した場合には、前述のとおり、まだ水が溜まっている状況の上にさらに加わることになり、川沿いの村々がいかほどの水害に及ぶか、一同恐怖しており、甚だ心を痛めております。また、右の鹿谷村地内の荒間沢と申す谷川に、同村内の柳窪組の耕地が崩れ出て、右の谷川を堰き止めている件については、先般ご報告申し上げ、その際に見分の者を差し出したところ、広大な場所が崩落しており、とても堀割する手段がなく、やむを得ずそのまま(以下次頁へ続く)

As we previously reported, the site where the Sai River (犀川) had been dammed by the landslide at Mt. Iwakura, within Yamahirabayashi Village in Sarashina District, Shinano Province — part of my domain — suddenly burst on the evening of the thirteenth day of the Fourth Month, causing a great flood across the entire Nakajima plain (川中島). We had hoped that the water upstream would gradually return to its normal level; however, due to the large number of boulders remaining, the water level has not receded as expected, and even now remains more than five jō above its normal level. In the low-lying areas along the river, both dwellings and farmland remain submerged. Furthermore, as landslides have deposited sand and rocks along various points of this river course, the riverbed has risen throughout the stretch from the mountain areas down to the Nakajima plain, causing considerable hardship.
Regarding the matter previously reported — namely, that both banks of a mountain ravine called "Kōchigawa" (高地川), located on the border with the domain of Matsudaira Tamba-no-Kami, within the villages of Shikatani (鹿谷村) and Hinna (日名村) in the same district, had collapsed and dammed the stream — we attempted to excavate a channel approximately two jō in depth at the point of the blockage; however, as the soil from both banks continued to collapse and fill in the excavation, the work could not proceed adequately. Despite this, the water level has gradually risen, and since the twenty-eighth day of last month the water has begun to flow over the obstruction. Should the dam now burst all at once and rush into the Sai River, the situation described above would be further compounded, and we tremble with fear at what manner of flood disaster might befall the villages along that river — this causes us tremendous anguish.
Furthermore, regarding the matter previously reported — that the farmland of Yanagikubo-gumi, within Shikatani Village, had collapsed into a valley stream called Aramasa-zawa in the same village's territory and was damming that stream — we dispatched an inspection team at the time of the initial report, and they found that the landslide covered a vast area, making any excavation entirely impractical. We were therefore left with no choice but to leave it as it was (continued on the next page).
