犀川下筋江押出し是又如何様之水災ニ及ひ可申哉其外小沢

そのままにしておいた次第でございます。また、水内郡煤花川（すすはながわ）の水源にある同郡日影村の字岩下組の地内が次々と崩落し、当該川筋三丁ほどが埋まり、現在の水位は川上で二十町ほど、幅四町ほど、深さ十八丈ほどの湛水となっております。その川向かいにある鬼無里村の字川源組の居家九軒が次第に浸水するようになりました。巌石が押し埋めた箇所からは漏水もあり、その上この時季は低地には水が流れ込んでいるため、容易に決壊することはないかもしれませんが、もし大雨などの際に水勢によって決壊することも予測しがたい状況です。その時は犀川の下流へ押し出し、いかほどの水害に及ぶかも計り知れません。その他にも小さな沢が次々と崩落して水が溜まっている箇所が数十か所あり、これも大雨などで決壊した際にはいずれも犀川へ押し出ることとなり、いかなる水害が生じるかも見当がつかず、極めて心配に思っております。そのため掘削工事の手配を精々申し付けておりますが、この度もまず御届け申し上げます。以上

信濃守様の御在所である信州松代において、本年三月二十四日夜に大地震が発生して以来、度々の震動により、御城内ならびに御家中・在町の居家その他が破損・倒壊し、人馬が死亡し、田畑が損亡し、また山崩れが数多く発生しました。とりわけ更級郡平林村の字岩倉山が崩落して犀川に二か所押し埋め、流水が数日間堰き止められ、次第に湛水が数十丈に及び、数十か村が水中に沈んでおりましたが、同月四月十三日にその箇所が一時に決壊し、激水が当該川筋へ巌石とともに押し流れ出て、左右の川除土堤などを押し流し、川中島一面に水が押し寄せ、千隈川（ちくまがわ）へ流れ込んで運流し、千曲川（ちくまがわ）も平水より二丈ほど水位が上がり、幕府領の更級郡・水内郡・高井郡ならびに同郡内の八十か村一円が洪水となり、さらに居家その他の流失・死人・田畑の損亡などが左記の通りとなりました。

Furthermore, in Minochi District, the headwaters of the Susuhana River, within the area known as Iwashita-gumi in Hikage Village of the same district, successive landslides have occurred, burying approximately three chō of the riverway. The current water level has formed a reservoir approximately twenty chō in length upstream, four chō in width, and eighteen jō in depth. Across the river, nine households in the Kawamoto-gumi area of Kianri Village have been gradually inundated. There is seepage through the areas buried by rocks and boulders, and furthermore, since water flows into low-lying areas at this time of year, it may not easily burst through; however, it is difficult to predict whether the force of the water during a heavy rainfall might cause a breach. Should that occur, the water would rush downstream into the Sai River, and there is no telling what level of flood damage would ensue. In addition, there are scores of locations where small streams have collapsed and water has pooled, and should any of these break through during heavy rains, they would all flow out into the Sai River, making it impossible to predict the extent of the resulting flood damage — a situation that causes us the utmost anxiety. We have diligently ordered preparations for excavation work, but we hereby submit this report in the meantime. The above is respectfully submitted.
The following is recorded as a copy of the memorandum brought by a messenger for your information. Written by a retainer of Honda Etchū-no-kami.
Since the great earthquake that struck on the night of the twenty-fourth day of the third month of this year at Matsushiro in Shinano Province, the residence of the Lord of Shinano, repeated tremors have caused the collapse and destruction of structures within the castle and among the residences of retainers and townspeople; there have been deaths of people and horses, damage to fields, and numerous landslides. Most notably, the Iwakura Mountain in Hirabayashi Village of Sarashina District collapsed and blocked the Sai River at two locations. The flow of water was dammed for several days, and the backed-up water gradually reached depths of several tens of jō, submerging scores of villages. Then on the thirteenth day of the fourth month, those blocked locations burst all at once, and the violent torrent rushed downstream along the river along with boulders, sweeping away the embankments and river walls on both sides. The waters flooded the entire Nakajima plain, flowed into the Chikuma River, causing the Chikuma River to rise approximately two jō above its normal level. The entirety of eighty villages in the shogunate's territories of Sarashina District, Minochi District, Takai District and other districts of the same province were inundated in floods, and the losses in households, human lives, and agricultural fields are as listed below.
