井郡立ヶ花村の渡し場の渡守から、同夜五ツ時(午後八時頃)に急報が入り、にわかに千曲川筋に出水の水先が見え、しばらくの間に水かさが驚くほど増してきた、これは犀川を塞き止めていた場所が決壊したためではないかと申し立てたので、取る物も取りあえず清右衛門(高木清左衛門の代理)の手代がそれぞれ手配し、川沿いの村々に救助・水防のための人手を差し向けたが、間に合わず、陣屋の近くの村にまで内水が満ち、家屋が水没した。中村については地盤が高い場所であるため別段の被害はなかった。次第に人・牛馬ともに逃げてきた。
また千曲川については、同夜九ツ時頃(深夜十二時頃)までに、およそ二丈八・九尺(約八・七メートル)の水位となり、川筋の左右すべてにわたって、内郷の村々の田畑はもちろん、家屋も水につかり、夜中のことで水の流れ先をはっきり見定めることが難しかった。翌十四日の暁六ツ時頃(午前六時頃)までにはおよそ三丈余(約九メートル以上)に達してしばらく続いたため、水かさはさらに増すおそれがあった。夜中から家屋・諸道具・材木などが夥しく流れ、また藁屋根の上にしがみついていた人々が流されてきたものが夥しく
あり、死者・怪我人等が多数出ていると思われる。前代未聞の大洪水が発生した由。
ところが同日朝五ツ時(午前八時頃)より川表の水が引き始め、内水も少しずつ引いていく様子であるが、この先増減がどの程度になるかは不明である。水害の状況については、近隣の村々から次々と届出があり、支配所の川沿い並びに内郷の村々全体としては多大な被害であると思われる。詳細については追って申し上げる。
清左衛門はこの時期、水内郡赤根村あたりの被災村々を巡村中であり、川筋はもちろん往還道も水没して通行できない状況のため、留守中ではあるが、取る物も取りあえず留守居の者よりご届け申し上げる。

From the ferryman at the Tategahana Village ferry crossing in Takai District, an urgent report was received at the fifth hour of that night (around 8 p.m.) stating that water had suddenly appeared at the leading edge of the Chikuma River, and that within a short time the water level had risen to an alarming degree. It was suggested that the place where the Sai River had been blocked up might have broken through. Without delay, the agents of Kiyoemon (acting for Takagi Seizaemon) were dispatched in all directions, and relief and flood-prevention personnel were sent to the villages along the river, but there was no time to spare. Even the villages near the administrative office (jinya) were flooded with backwater, and homes were submerged. Nakamura village suffered no particular damage as it is situated on higher ground. People, cattle, and horses gradually fled to higher ground.
As for the Chikuma River, by around the ninth hour of that night (around midnight), the water level had risen to approximately two jō, eight or nine shaku (roughly 8.7 meters), inundating fields and homes throughout the villages on both banks. As it was the middle of the night, it was difficult to clearly determine the course and extent of the flood. By around the sixth hour of the dawn of the following 14th day (around 6 a.m.), the level had reached over three jō (approximately 9 meters or more), remaining there for some time, and it was feared the water level might rise even further. From the middle of the night, enormous quantities of household goods, timber, and building materials came floating downstream, and many people clinging to thatched rooftops were also seen being swept away,
and it is believed that there were many deaths and injuries. It is reported to be an unprecedented great flood.
However, from the fifth hour of the morning of that same day (around 8 a.m.), the river surface appeared to begin receding, and the backwater also seemed to be gradually subsiding; however, it remains unclear how much it will increase or decrease going forward. Regarding the extent of the flood damage, reports are arriving one after another from the nearby villages, and the damage to the villages along the river and the inland villages under this administration appears to be considerable overall. Further details will be reported in due course.
Seizaemon (Takagi Seizaemon) is currently making rounds of the disaster-stricken villages in the vicinity of Akane Village in Mizuchi District, and as the river routes as well as the main roads are all submerged and impassable, this report is submitted in his absence by the person in charge of the office.
