其方儀往古ゟ地震押江候ため鎮座被 仰付候所先年
洛中大地震二付奉驚 帝都且又二条御城其外所々令
破損候段御場所柄をも不弁致方其而巳ならず御政革御趣意
会忘却候哉 近年度々之地震人心不穏候処去月中信州辺大地震
二而死失損亡不少候段其方あらん限りは右様之儀有之間敷候処
畢竟手ゆるき故之儀不弟二付差扣被 仰付之
右伊勢神殿御差図之旨於出雲神宅二 申渡之

そなたらは、往古より地震を押さえ鎮めるために鎮座を仰せ付けられたところ、先年、洛中（京都）にて大地震が起き、帝都を驚かせ奉り、かつまた二条御城その他所々が破損に及んだことは、御場所柄をもわきまえず、その上、御政革の御趣意さえ忘却したのであろうか。近年、度々の地震により人心が穏やかでない中、去る月、信州辺りにて大地震があり、死者・損亡が少なくなかったことは、そなたらがその力の限りを尽くしていれば、このようなことがあるはずもなかったのに、畢竟（つまるところ）、手を緩めていたためである。不届きであるにつき、差し控えを仰せ付ける。
右、伊勢神殿の御差図の旨、出雲神宅において申し渡す。

You deities were, from ancient times, ordered to take up residence and subdue earthquakes. However, in recent years, a great earthquake struck the capital (Kyoto), causing alarm to the Imperial City, and furthermore causing damage to Nijō Castle and various other locations. This demonstrates a failure to understand the gravity of your sacred duty. Moreover, it would appear that you have entirely forgotten the spirit of the current government's intentions for reform and order. In recent years, repeated earthquakes have left the hearts of the people unsettled, and just last month, a great earthquake in the Shinshū (Shinano Province) region resulted in no small number of deaths and losses. Had you exerted yourselves to the fullest extent of your power, such a disaster should never have come to pass. This is ultimately the result of your negligence and laxity. This is a most improper state of affairs, and therefore you are hereby ordered to be placed under restraint (confined to quarters).
