其方儀廉嶋常陸神矦配下地震横行為致間敷之所如何相心得
候哉中世以後数度地震有之其方江押江申付候甲斐も無之
既二先年水戸中納言殿堀出して可被申を格別之御用捨二而其儘二
被差置候を忘却致し先年洛中は勿論近年度々地震二而御府内
之者共令恐怖其上ならす於信州辺莫大之大地震相企候段常々
押きゝ不申瓢箪同様之心得方重々不埒二付野見玄之助を以こつば二も
可被仰付侯処従常陸神申立侯趣も有之候間格別之御容恕を以
土埋二埋込申付之

去月廿四日之夜信濃之国を及乱妨松代飯山之両城を震潰し
大地ヲ動し高山を崩大河之流を留メ土中ゟ泥水を咄出し
剰人馬多く危険死失一郡亡所二相成候処も有之侯令泥海に
可致心底 不届二付改而常陸神江御預ケ奈良落江蟄居申付之

石野要人
那須野石郎
そなたらは、廉嶋（鹿島）常陸神の配下として、地震を横行させぬよう申し付けられていたところ、どのように心得ていたのか、中世以降、数度にわたる地震があり、そなたらに押さえるよう申し付けた甲斐もなかった。すでに先年、水戸中納言殿が掘り出して申すべきところを、格別の御用捨によってそのままにしておいたことを忘却し、先年の洛中はもちろん、近年度々の地震によって御府内の者どもを恐怖せしめ、その上さらに信州辺りにおいて莫大な大地震を引き起こしたことは、常々押さえ聞かず、瓢箪同様の心得方であり、重々不埒につき、野見玄之助をもって骨場（こつば）にも仰せ付くべきところ、常陸神より申し立ての趣もあることから、格別の御容恕をもって、土埋めに埋め込み申し付ける。

大鯰こと（をいなんじ） 地震
そなたは、往古より鰻屋の店先において横行してきたにつき、蒲焼にも申し付くべきところ、格別の憐憫をもって廉嶋（鹿島）常陸神の配下に申し付け、地震蟄居いたしているべきところ、先年の洛中の地震をはじめ、近年度々地震を引き起こし、とりわけ去る月二十四日の夜、信濃の国を乱妨に及び、松代・飯山の両城を震い潰し、大地を動かし、高山を崩し、大河の流れを留め、土中より泥水を噴き出し、あまつさえ人馬多く危険にさらし、死失し、一郡が亡所となった箇所もある。泥海にしようとの心底、不届きにつき、改めて常陸神へお預けとし、奈良落（ならおち）へ蟄居申し付ける。

You were ordered, as subordinates of the Kashima Deity of Hitachi Province, to prevent earthquakes from running rampant. Yet how have you conducted yourselves? Since the medieval period, earthquakes have occurred numerous times, and you have shown no results whatsoever despite having been ordered to suppress them. You have already forgotten that in recent years, the Lord Mito Chūnagon sought to have you dug up and dealt with, but out of exceptional leniency you were left as you were. Heedless of this, you have not only terrified the inhabitants of the capital with repeated earthquakes in recent years, including the great earthquake in Kyoto, but have further gone so far as to cause a tremendous earthquake in the Shinshū region. You have persistently failed to listen and restrain yourselves, conducting yourselves in the manner of a gourd — hollow and without purpose. This is a most egregious breach of duty, and while you ought rightly to be handed over to Nomi Gen'nosuke to be ground to pieces, in light of representations made on your behalf by the Kashima Deity, by exceptional clemency you are hereby ordered to be buried and entombed in the earth.

The Great Catfish (Oinanji) — Earthquake
From ancient times you have rampaged at the storefronts of eel shops, and while you ought rightly to have been made into grilled eel (kabayaki), out of exceptional compassion you were placed under the supervision of the Kashima Deity of Hitachi Province and ordered to remain in seismic confinement. Nevertheless, you have caused earthquakes on repeated occasions in recent years, beginning with the great earthquake in Kyoto, and in particular, on the night of the twenty-fourth day of last month, you brought disorder to Shinano Province: you shook and destroyed both Matsushiro and Iiyama castles, convulsed the great earth, collapsed high mountains, blocked the flow of great rivers, spewed muddy water from the ground, and moreover endangered and killed numerous people and horses, with entire districts left as wasteland. Your innermost intention to reduce all to a sea of mud is a most flagrant act of misconduct. You are therefore once again placed into the custody of the Kashima Deity and ordered into confinement at Naraochi.
