當九月水野出羽守殿御上京之節一社惣代右御旅館へ罷出
毎年関東え植葵為献上参府之節人足八人馬弐疋之御證文
頂戴仕度旨御願申上候處此義御旅館え願出候儀は筋違
之事故相願度候ハヽ御奉行所え可願出旨被仰渡候依之
御奉行所へ願出候處段々御聞糺之上一社一統相談之上与者
■申惣代役月番等相勤可心付處無其儀御役所を差越
水野出羽守殿御旅館え願出候儀は未年関東え出府仕葵
献上仕候事故不苦儀と心得違いたし候段不埒ニ付

当九月、水野出羽守殿が御上京の節、一社惣代が右の御旅館へ罷り出て、毎年関東へ植葵を献上のため参府の節、人足八人・馬二疋の御証文を頂戴したき旨を御願い申し上げたところ、この義は御旅館へ願い出る儀は筋違いの事故、相願いたく候わば御奉行所へ願い出るべき旨を仰せ渡されました。これにより御奉行所へ願い出たところ、段々御聞き糺しの上、一社一統相談の上とは申すが、惣代役・月番等相勤め、心付くべきところ、その儀もなく御役所を差し越し、水野出羽守殿御旅館へ願い出た儀は、未年関東へ出府し葵献上したことゆえ苦しからぬ儀と心得違いをした段、不埒につき、

Meeting Notes
This past ninth month, when Mizuno Dewa-no-kami came to Kyoto, the shrine representatives went to his lodgings to request written authorization for eight laborers and two horses for the annual journey to the Kantō region to present葵 (aoi leaves) as tribute. However, they were told that making such requests to the lodgings was improper procedure, and that if they wished to make such a request, they should petition the magistrate's office. Accordingly, they petitioned the magistrate's office, but after thorough investigation, it was determined that while they claimed to have consulted with the entire shrine community, the representatives and monthly duty officers who should have been mindful of proper procedure failed to do so, bypassing the official offices to petition Mizuno Dewa-no-kami's lodgings directly. This was done under the mistaken belief that since they had traveled to the Kantō region and presented aoi tribute in the Year of the Sheep, such action was acceptable. Due to this misconduct:

All five of these individuals were sentenced to house confinement. Therefore, this matter received official attention. Regarding shrine duties, it was requested that they be carried out through personal representatives due to shrine business. This matter was also officially communicated.
December 2nd
The above was duly noted. Thereafter, everyone dispersed.
3rd day, hinoe-inu, clear. Assembly for return journey breakfast. ○ Around the hour of the Snake, fire broke out near the Imperial Treasury. ○ After nightfall, around the late hour of the Ox, fire broke out in the Shimogawara area.
5th day, tsuchinoe-ne, clear. The seventh-night ceremony and purification celebration for the girl Shūko born on the 3rd of the 9th month were postponed, and today the household celebrated. All matters proceeded as usual.
