ざかれり。然(しか)るに弁へなき婦女子(ふぢよし)等(ら)の。周章(あわて)さはぐは 所理(ことはり)なれども。大丈夫(たいじやうぶ)の男子(なんし)。倶(とも)に狼狽(うろたへ)。高津(かうづ)生玉(いくだま) 等に走(はし)り。上街(うえまち)天王寺の辺(ほと)りに逃(にぐ)るもあり。愚(をろか)の至り といふべし。万が一川に水増(みづまし)地上(ちしやう)に浸(ひた)すとも。是を防(ふせ)ぐ 事何ぞ難(かた)からん哉。原来(もとより)水増あぶるゝとも。稍(やがて)減(げん)ずる ものなり。寄(よす)る波(なみ)は引と心得べし。又 今般(このたび)横死(わうし)の事は 巨濤(つなみ)市中(しちう)に溢(あふ)れて没(ぼつ)するにはあらず。地震(ぢしん)の難(なん)を 避(さけ)んと船に遁(のが)れて。巨濤(つなみ)の為に溺(おぼ)れしにて。畢竟(ひつきやう) 飛で火に入の天命也。後世(こうせい)是をつたへ誤(あやま)る事なかれ。 尤其 活業(なりわひ)によつて船にありて。天災(てんさい)に死(し)するは水主(かこ) 船長(ふなをさ)の難風(なんぷう)にあへるに斉(ひと)しく。是 平生(つね)より覚悟(かくご)あるべし ○或人問云(あるひととふていはく)。かゝる天災ある事。何(なん)の故(ゆへ)にや。又此 災禍(わざわひ) にあひて死する事は。いかなる因縁(いんえん)にや。またこの 時にいたつて。如何(いかに)してのかるべきや。答(こた)へて曰(いは)く 夫天災(それてんさい)によつて横死(わうし)を遂(とぐ)る者は。天命にして。其 因により果(くわ)のなす所なり。すなはち因(いん)は種(たね)にして 果は実(み)なり。かならず其死すべき因(たね)あるべし。尚(なを)此天 命を除(よく)る法(ほふ)あり。後(のち)にくわしく記(しる)す

現代語訳

(前ページより続き)…いよいよ海から遠ざかっている。 しかるに、わきまえのない婦女子たちが慌てふためくのは道理であるが、一人前の男子までもが同様に狼狽えて、高津・生玉などに走り、上町・天王寺のあたりに逃げ出す者もいる。これは愚かの極みというべきである。万が一、川の水が増水して地上に浸水するとしても、これを防ぐことがどうして難しいと言えようか。そもそも、水が増して危険であっても、やがて引くものである。寄せる波は必ず引くと心得るべきである。また、このたびの不慮の死(横死)については、津波が市中に溢れて溺死したのではなく、地震の難を逃れようとして船に逃げ込み、津波によって溺れたものであって、結局は「飛んで火に入る夏の虫」のごとき天命である。後世の人々はこれを伝え聞いて、誤解することのないようにしてほしい。 もっとも、その生業によって船にいて天災で死するのは、水主(水夫)や船長が難風に遭うのと同じであり、これは日頃から覚悟しておくべきことである。 ○ある人が問うて言った。「このような天災が起こるのは何ゆえか。またこの災禍に遭って死することは、どのような因縁によるものか。また、このような時に際して、いかにして逃れることができるか。」答えて言う。「そもそも天災によって不慮の死を遂げる者は、天命であって、その因によって果のなすところである。すなわち、因は種であり、果は実である。必ずその死ぬべき因(種)があるはずである。さらに、この天命を除く法がある。後に詳しく記す。」

(Continued from the previous page) ...and the land now extends ever further out to sea. That said, it is only natural for women and children who lack discernment to panic and fall into confusion. However, for grown men to similarly lose their composure, running to places such as Kōzu and Ikutama, and fleeing toward the Uemachi and Tennōji areas — this must be called the height of foolishness. Even if the river were to rise and flood the land, how could it be so difficult to protect oneself against this? In the first place, even if the water rises to a dangerous level, it will soon recede. One must understand that the wave that comes in will also go out. Furthermore, regarding the unexpected deaths (*ōshi*) that occurred on this occasion, these were not cases of people drowning because the tsunami overflowed into the streets of the city; rather, people fled onto boats in an attempt to escape the dangers of the earthquake, and were then drowned by the tsunami. In the end, this was a heaven-ordained fate not unlike that of the moth that flies into the flame. Let not those of future generations transmit and misunderstand this point. That said, those who die by natural disaster because their livelihood keeps them aboard ships are in the same situation as sailors and shipmasters caught in a violent storm — this is something for which one should always be mentally prepared. ○ A certain person asked: "Why do such natural disasters occur? And what karmic cause and condition (*innen*) lies behind dying in such a disaster? Furthermore, when such a time comes, how is one to escape?" In answer, it is said: "Those who meet an unexpected death through natural disaster do so by the decree of Heaven — it is the result brought forth by their karmic causes. That is to say, *in* (cause) is the seed, and *ka* (effect) is the fruit. There must necessarily be a causal seed (*in*) for their death. Furthermore, there exists a method by which this heavenly decree may be averted. This shall be recorded in detail later."
