○抑（そも〳〵）此天 災（さい）ある事は。原来（ぐはんらい）人の心（こゝろ）正直（すなを）ならさる故（ゆへ）に
天わざわひを下（くだ）して人をいましむるもの也。王 充（じう）が
論衡（ろんかう）に云（いはく）太平（たいへい）の世（よ）は五日（ごじつ）一 風（ぷう）十日（しうじつ）一 雨（う）。風 枝（えだ）を鳴（なら）さず。
雨（あめ）塊（つちくれ）をやぶらずとあり。聖代（せいだい）には五日に一たびの風
あり。十日に一 度（ど）の雨（あめ）ありて素（もと）より和（やはら）かなりとぞ。
されば今水上 清（きよ）くして。仁政（じんせい）を施（ほどこ）し。万民（ばんみん）を憐（あは）
れみ給ふといへども。下（しも）濁（にご）りて人気（にんき）善（よ）からず二百
有余年（ゆうよねん）の太平にほこり。仁義（じんぎ）の道（みち）をうしなふ故（ゆへ）に
時候不順（じこうふじゆん）にして五穀（ごこく）の実（み）のりあしく。あるひは雨（あめ）

現代語訳

「瓜の蔓に茄子はならない」ということわざがあるように、悪の種を蒔いて善の実がならないことを知らず、ただただ善の種を蒔いて、善の実りを得るべきである。

○そもそも、このような天災が起こるのは、もともと人の心が正直（素直・誠実）でないために、天が災いを下して人を戒めるものである。王充の『論衡』に言う、「太平の世においては、五日に一度の風があり、十日に一度の雨がある。風は枝を鳴らさず、雨は土塊を砕かない」と。聖代（理想的な治世）においては、五日に一度の風があり、十日に一度の雨があって、もとより穏やかであるという。

しかるに今、（政治の）上流は清らかであって、仁政を施し、万民を憐れみ給うとはいえども、下（民間・社会の下層）は濁っていて、人々の気風（人心）は善くない。二百余年の太平の世に驕り、仁義の道を失ってしまったがゆえに、時候が不順となって五穀の実りが悪く、あるいは雨が…（次ページへ続く）

英語訳

As the proverb says, "A melon vine does not bear eggplants" — and yet people do not realize that by sowing seeds of evil, no good fruit will grow. One must simply and solely sow seeds of goodness, so that a harvest of goodness may be obtained.

○ In the first place, the reason such natural disasters occur is that, fundamentally, people's hearts are not upright and honest, and so Heaven sends down calamities to admonish and correct them. Wang Chong's *Lùnhéng* states: "In an age of great peace, the wind blows once every five days, and the rain falls once every ten days. The wind does not rattle the branches; the rain does not break apart clods of earth." In a sagely age of ideal governance, it is said, the wind comes once every five days and the rain once every ten days, and all is naturally gentle and mild.

And yet, although those above (i.e., the rulers) are pure, administering benevolent governance and showing compassion for all the people, those below are turbid and murky, and the spirit of the people is not good. Having grown proud and complacent after more than two hundred years of peace, they have lost the Way of benevolence and righteousness (*jingi*).
