づと天(てん)に通(つう)じ。四時(しいし)の寒暖(かんだん)不順(ふじゆん)となり災禍(わざはひ)こゝに
至(いた)るもの也。嗚呼(あゝ)此時(このとき)こゝろを改(あらた)めずんば尚(なを)いかなる
天変(てんへん)かあらん。尤(もつとも)ここに人気(にんき)なをり不仁(ふじん)不義(ふぎ)を慎(つゝし)
みなば雨(あめ)降(ふつ)て地(ち)かたまる。乱(らん)は治(ち)の季(もと)自(をのづか)ら天地(てんち)陰陽(いんやう)

現代語訳
(前頁からの続き)注文しておきながら、むやみに値切ることを自慢げにする。大工もまた手を抜いたやっつけ仕事をして、後のことを考えないために、破損することが非常に早く、風で傾き、地震で倒れて難儀に及ぶことも多かった。
また、わずかばかりの金を得ただけで、やたらと高慢になる成り上がり者は、人を見下して礼儀を知らない。出家(僧侶)は仏を看板にして自分の栄耀のために金を集め、戒律も法度も守らずに世を渡っている。農民は常に泣き言ばかり言って、年貢に出す物を少なく見せようとする魂胆でいる。
いずれを見ても善いことはなく、私欲・身びいき・我がまま勝手ばかりである。身分の高い者は低い者を虐げて憐れむ心が全くないため、低い者は高い者を敬わず、恨む心が絶えない。
こうして人々の陰陽が和合せず、その邪気が自ずと天に通じ、四季の寒暖が不順となり、災禍がここに至るものである。ああ、この時に心を改めなければ、さらにいかなる天変があるかわからない。
とりわけここで、人々の気風が改まり、不仁・不義を慎むならば、雨が降って地が固まるように、乱は治の基となり、自ずと天地陰陽が和合して、四季の寒暖の時候が整い、四海の波風が穏やかになり、天下太平・五穀成就、喜びに喜びを重ねることができるであろう。
心さえ 誠の道にかないなば
祈らずとても 神は守らん

The carpenters, for their part, turn out slapdash work with no care for the future, so that damage comes very quickly: buildings lean in the wind and collapse in earthquakes, causing great hardship to many.
Furthermore, those who have risen in station by scraping together a small amount of money become arrogantly puffed up, looking down on others and knowing nothing of proper conduct. Buddhist clergy use the Buddha as a signboard to collect money for their own luxury and comfort, passing through the world in violation of both monastic precepts and the law. Farmers, for their part, always complain and grumble with the calculated intent of making it appear that they have less to contribute in taxes and levies than they truly do.
Wherever one looks, there is nothing good to be seen — only self-interest, favoritism, and selfish convenience. Those of high standing oppress those of low standing and possess not a shred of compassion; consequently, those of low standing do not respect those above them, and feelings of resentment arise again and again.
Thus the yin and yang of the people do not harmonize; this malign energy naturally reaches up to Heaven, the warmth and cold of the four seasons fall into disorder, and disaster has arrived at this point. Alas — if we do not reform our hearts at this very moment, what further calamities from Heaven may yet await us?
Above all, if the spirit of the people is reformed here and now, and if inhumanity and injustice are held in check, then — as rain falls and firms the ground — disorder becomes the very foundation of order. Naturally, Heaven and Earth, yin and yang, will harmonize; the climate of the four seasons will right itself; the waves and winds of the four seas will grow calm; and under a great peace throughout the realm, with the five grains brought to fruition, joy shall be added upon joy.
If only one's heart accords with the true Way,
the gods will protect you — even without prayer.
