罷越候而ハ市中質屋帳面取調不仕被盗主指越候様申聞候趣
市中質屋も多御坐候事故中々被盗主壱人罷越候而ハ容易ニ
詮義行届不申其上盗賊ニ行逢候而も素人之義故召捕も
得不仕時日相延候内ニハ盗賊者立去り可申随而番非人共ハ常々
村方助力を以眷属相育諸御用相勤居申處市中質屋
指支候訳末々百姓共候へハ相通不申番非人共不出精候様相心得
一牧之人氣ニ相懸候而ハ自然助情も薄相成御用方難相勤様
罷成第一盗賊共者多分市中不正者ニ相便り徘徊仕詮義向
相調不申候而者猶更増長仕却而番非人共不制道之様被思召上
候段も恐入迷惑奉仕候ニ付何卒御慈悲を以是迄之通市中
質屋取調相調候様被仰付被為下候得者難有奉存候旨當郡
非人頭共ゟ私共手元へ書付を以願出候ニ付申談候所実ニ右様も
御坐候而ハ追々盗賊も盛ニ相成可申哉第一盗難ヲ受候者ハ指當り
迷惑仕候ニ付以後番非人共御用ヲ押立苛察之懸合不仕様
兼而稠布被仰渡置万一不心得之非人共者御咎被仰付候旨
前々之通質屋取調向相調候様町方へ御懸合被仰付御達者
有御坐間布哉早々御讃談被仰付可被遣旨去ル四月委細横切
を以申上置御坐候得共今以何之御下知も無御坐候然ニ當七月
矢野村与三郎弟勝弥井戸村ニおゐて着類被盗取市中
質屋之義ハ前顕之運ニ付矢野村与三郎同村伊勢屋両人罷越

番非人どもが出向いても市中質屋の帳面取り調べはせず、被盗主（盗難被害者）を派遣するよう申し聞かせている趣旨ですが、市中質屋も多く存在することから、とても被盗主一人が出向いても容易に詮議が行き届かず、その上盗賊に行き会っても素人のことゆえ召し捕ることもできず、時日が延びている間に盗賊は立ち去ってしまうでしょう。従って番非人どもは常々村方の助力によって眷属を養い、諸々の御用を勤めているところ、市中質屋に支障をきたすわけで、末々百姓どもには通じず、番非人どもが不出精するように心得、一牧の人気に関わってしまえば、自然と助情も薄くなり御用方を勤めることが困難になってしまいます。第一、盗賊どもは多分市中の不正者に便りを求めて徘徊しており、詮議向きが調わなければなお更増長し、かえって番非人どもが不制道であるように思し召し上げられる段も恐れ入り迷惑いたしますので、何卒御慈悲をもってこれまで通り市中質屋取り調べを調えるよう仰せ付けくださいますなら有り難く存じます旨、当郡非人頭どもから私どもの手元へ書付をもって願い出ましたので申し談じたところ、実にそのようでは追々盗賊も盛んになるのではないか、第一盗難を受けた者は差し当たり迷惑いたしますので、以後番非人どもが御用を押し立てて苛察の懸け合いをしないよう、兼ねてから綿密に仰せ渡し置き、万一不心得の非人どもは御咎めを仰せ付けられる旨、前々の通り質屋取り調べ向きを調えるよう町方へ御懸け合いを仰せ付け御達しをお出しになる間もないのでしょうか、早々御相談を仰せ付けになるべき旨、去る四月に委細横切をもって申し上げ置きましたが、今もって何の御下知もございません。然るに当七月、矢野村与三郎の弟勝弥が井戸村において着類を盗み取られ、市中質屋の件は前述の通りですので、矢野村与三郎と同村伊勢屋の両人が出向きました。

First and foremost, thieves mostly rely on dishonest people in the city and wander about, and if investigations are not properly conducted, they will become even more emboldened. Conversely, this creates the troubling and distressing impression that the ban-hinin are undisciplined. Therefore, we would be most grateful if you would mercifully order that city pawnshop investigations continue to be conducted as before. The non-person headmen of this district submitted this request to us in writing, and when we discussed it, we realized that indeed, under such circumstances, theft might gradually increase. First and foremost, those who suffer theft face immediate hardship, so we have thoroughly instructed that ban-hinin should not engage in harsh interrogations while carrying out their duties, and that any thoughtless non-persons would be punished. We submitted a detailed petition in April last year requesting that you coordinate with the town authorities to arrange pawnshop investigations as before and issue official notices, but we have received no instructions to date. However, this past July, Katsumi, the younger brother of Yosaburo from Yano village, had clothing stolen in Ido village.
