一　砂糖取締ノ義ニ付テハ従来内法規約等モ有之其取締向厳重相立來
　候モ近來緩漫ニ流レ目前ノ小利ニ走リ往々粗製濫造或ハ賣買上ニ於
　テ爲スべカラザルノ好曲ヲ爲シ遂ニ我縣下第一ノ物産タル砂糖ノ名

　慣内法ヲ改正シ縣庁ノ認可ヲ經テ明治十八年ヨリ之ヲ施行ス

製糖取締旧慣内法

一　砂糖取締の件については、従来から内規や規約等も存在し、その取締りは厳重に行われてきましたが、近年は緩慢になり、目先の小利に走って、しばしば粗製濫造や売買上で行ってはならない不正行為を行い、ついに我が県下第一の物産である砂糖の名声を失い、糖業者に無量の損失を与えることになりました。そこで今回改めて以下の通り旧慣内法を改正し、県庁の認可を経て明治18年よりこれを施行します。

第一項　砂糖製造については、これまで度々御通達もありましたので、一同深くその趣旨を遵守し、すべて地頭代・総耕作当等の間切役人並びに掟の指揮に従い、村頭・耕作当はもちろん各村組合ともお互いに協力し合い、努めて精製の技術を研究し、専ら名声と価値を損なわないことを要します。もしその指揮に違反する者は相当の過料金を徴収します。

Traditional Internal Regulations for Sugar Production Control

Article 1: Regarding the control of sugar production, although internal regulations and rules have existed from the past and strict control has been maintained, in recent years this has become lax, with people pursuing immediate small profits, often engaging in shoddy mass production or impermissible fraudulent practices in buying and selling, ultimately losing the reputation of sugar, which is our prefecture's foremost product, and causing immeasurable losses to sugar industry operators. Therefore, we have now revised the traditional internal regulations as follows, and with the approval of the prefectural government, these shall be implemented from Meiji 18 (1885).

Section 1: Regarding sugar manufacturing, as there have been repeated official notifications on this matter, all parties shall deeply observe their intent and follow the instructions of district officials such as jitōdai (deputy land stewards) and sōkōsakutō (chief cultivators), as well as local regulations. Village heads and cultivators, as well as each village association, shall cooperate with each other, strive to study refining techniques, and focus on not diminishing the reputation and value of sugar. Those who violate these instructions shall pay appropriate penalty fees.
