○ On the 25th day of the 6th month, the following document was handed down from the *goyōnin* (senior administrators):
Regarding the matters of inquiring after the Young Lord's (*Wakadono-sama*'s) well-being at the New Year, during the summer, and during the cold season, as well as conveying congratulatory greetings and other matters that have hitherto been communicated by letter — during the period when the lord is in residence in the domain, these should be conveyed simultaneously to the *goyōnin* at the same time as congratulations are offered to the lord. Note, however, that it is not necessary to send letters to the Edo residence in this regard.
○ On the 26th day of the 9th month, Sasaji Gonuemon and Shimada Seizaemon communicated that one should present oneself at the administrative office at the Nanatsu-kura (the Seventh Storehouse). Upon doing so, the following document was handed over. It was also communicated that this was being distributed because the *shinbangumi* (new guard unit) procedures apply at the Edo residence as well.
**Memorandum**
Item — Those who are lesser officials (*ko-yakunin*) or foot soldiers (*o-kachi*) and are ranked as *shinban* (new guards) or newly appointed shall, upon completing ten years of service from the year of their appointment, be admitted into the *shinbangumi* (New Guard Unit).
Item — Those admitted into the *shinbangumi* shall, upon completing forty years of service, be admitted into the *Ō-gobangumi* (Great Guard Unit).
Total: fifty years.
*Provided*, however, that this applies not only to the individual but also to the second generation from the grandfather, calculated according to the cumulative years of service. Furthermore, those who have served in administrative roles or who have demonstrated especially distinguished service may receive a ruling (*go-sata*) irrespective of the number of years, at the discretion of the relevant review (*go-ginmi*) at that time. The same applies to those who have been appointed to the *shinbangumi* from the outset.
Item — Those elevated to the *Ō-gobangumi* shall, upon completing twenty-five years of service from the year of their appointment, advance to the *Aimitate-sue* (the lower tier of senior status).
Item — Those in the *Aimitate-sue* shall, upon completing a further twenty-five years of service, be admitted into the *Ō-gobangumi* beginning from the head of the seniority-ranked positions (*jun-seki*) — the same applies here.
Total: fifty years.
*Provided*, however, that this applies not only to the individual but also to the second and third generations from the grandfather, calculated according to the cumulative years of service. Furthermore, those appointed to seniority-ranked positions by virtue of their role shall continue as before. Those who, even personally, have meritorious or specially distinguished service records shall receive a ruling irrespective of the stated number of years, at the discretion of the relevant review at that time.
The foregoing shall henceforth be examined and communicated at the time of each guard roster assignment (*go-banzari*).
○ On the first day of the 10th month, Nakane Yukinojo handed over the following document and directed that it be communicated to the *o-kachi-metsuke* (inspectors of the foot soldiers):
On the 12th day of the 9th month, Hotta Sagami-no-Kami summoned Ogasawara Nuido-no-Suke and Kuze Chūuemon and conveyed the following: — In the year before last, when the Senior Councilor (*Rōjū*) Hotta Kaga-no-Kami was dispatched as a special envoy (*jōshi*) to inquire after Matsudaira Noto-no-Kami during his illness, there arose a dispute between the retinue of Sakai Yamato-no-Kami and the retinue of Kaga-no-Kami regarding precedence and conduct. It has since come to be heard that the retinues of various *daimyō* have continued to mingle in a disorderly fashion. While the Senior Councilors have issued repeated instructions on this matter, it is directed that in congested locations there should be especially no cause for complaint. It is furthermore the Lord's intention that *tozama* (outside lords) in particular should receive strict instructions. It is requested that each party be notified accordingly — this was communicated by Sagami-no-Kami.
