- 江戸に留守居する面々への荷物・書状については、なるべく重くかさばらないようにすること。そもそも書状等が（配達されずに）残ってしまえば、各々の用件にも支障をきたすことになる。
- 江戸定府の親類、ならびに知行の御擬作等を受け取る面々にとって、やむを得ない用事や他所との文通は格別（例外）とする。その他、年始・御■定・吉凶、何事によらず、支配への願い事であっても、一通りの（通常の）文通は決して無用とすること。
右の趣旨はかねてより申し達してきたが、（規律が）緩んで乱雑になってきたため、改めて認め（申し伝える）、心得違いのないようにすること。

- Regarding packages and letters for those on garrison duty (rusuiyaku) in Edo: these shall be kept as light and compact as possible. If letters and packages are left undelivered or pile up, it will cause inconvenience and delay in each person's affairs.
- For those on permanent Edo assignment (jōfu) and their relatives, as well as those receiving payments related to stipend estimates (gigi-saku), unavoidable business matters and correspondence with other locations are exceptional (and thus exempt). However, for all other matters — New Year's greetings, announcements of fixed matters, auspicious and inauspicious events, and petitions to one's supervisors — ordinary and routine correspondence is absolutely prohibited.
The above has been communicated previously, but as compliance has become lax and disorderly, this notice is hereby reissued; there must be no misunderstanding.

**Tenmei 1st Year (1781), Year of the Ox**
On the 3rd day of the 6th month, Hashiba Oribu communicated the following: Regarding pilgrimages to the ancestral temples in Edo and the matter of proxy worship (omyōdai), in the same manner as practiced in the home domain, it has henceforth been decreed that visits be made to both temples (Zōjō-ji and Tentoku-ji). The following separate written notice was accordingly handed over:

The above proxy worship (for all those listed through to Chikō-in) shall be performed by the middle councillors (chūrō).
However, as communicated to the senior councillors: we (the goyōnin, senior administrators) had previously, in the home domain, attended both temples with one colleague each, but in Edo we have been instructed to attend alone and perform our duties directly. Furthermore, the foot inspectors (okachi-metsuke) have also been instructed to do the same — this was communicated to Lord Okabe Sazen, who replied that matters should proceed accordingly.
