2. Bunsei 11, Year of the Rat (1828) — Issued in Edo
〇 Regarding the matter of the bulk of correspondence sent via courier (hikyaku): this has been ordered on numerous previous occasions, and was strictly ordered in the Year of the Dog (1826), at which time it was also communicated that official goods (go-yōmono) were to be submitted directly to the Finance Office (go-kanjōsho) by each respective party, with the nature of the goods clearly indicated. However, it has come to attention that recently, official correspondence (go-yōjō) as well as lodging letters (yado-jō) from various quarters have been growing bulky again. Therefore, all parties are to take note and comply with the previously issued orders. Should there be any correspondence that becomes bulky, it is to be held back (not sent). Please take note accordingly.
Provision: In the case of official correspondence, it is to be submitted with a covering letter from the unit head (yakugashira).
As the foregoing has been communicated, should there be any relevant parties, this is to be duly conveyed to them. The above.
12th day of the 7th month
As the foregoing was conveyed by the御用人 (Senior Steward / go-yōnin), it has duly been communicated to each party.
