  御機嫌状ニ御名書加候処 御代も被為替候御儀故向後不   及其儀旨被仰   出候間左様可被相心得候        八月五日   右之通笹治権右衛門点取を以申聞之       別紙之通被仰出候左様可相心得旨御用人申聞之  〇飛脚之儀ハ御用状箱ニ目方御定法有之御用状宿状之外可   遣筋ニ無之処無御拠   品も有之別而近《見せ消ち:年|来》ハ過分之御用物ニ相成候ニ付御勘定所   ニ而包立別附ニ而被遣候処   荷物同様之趣ニ相成早追之道中筋自然と御威光にも拘り   飛脚之者も甚難   儀之《見せ消ち:趣|ニ候》■処《見せ消ち:今|此》度道中奉行中ゟ被仰出有之旁難【打】   捨置ニ付以後御手元御   用之品たり共飛脚之節ハ被遣間敷候間御締方厳重相成候   様被仰出候ニ付 詰向御   用物之儀も一切被相止候且御用状たり共精々細字ニ相認   嵩高ニ相成不申様心   配可致候宿状之儀ハ勿論之事ニ候自然嵩高ニ相成候得ハ   請取不申様申儀【ニ候右ニ付無御拠御用物之儀ハ隔月ニ御勘定所ゟ別飛脚を以被遣筈候間】左様   可被相心得候 已上  九月十八日 【江戸表ニ而八月廿九日被仰出候■段此来書之通】但御徒目付并組小頭へ右別紙   壱通ツヽ相渡以来組々御用状之分ハ弐歩嵩ニ   致差出候様厳重組小頭へ申通可様申渡之   

現代語訳

(前頁より続き) ……御機嫌状(ごきげんじょう)に御名書(おなまえかき)を加えていたところ、御代(おんよ)も替わられた御儀(おんぎ)ゆえ、向後(こうご)その儀には及ばない旨、仰せ出され候間、左様にご心得くださるべく候。       八月五日 右の通り、笹治権右衛門(ささじごんうえもん)の点取(てんとり)をもって申し聞けのこと。       別紙の通り仰せ出され候。左様に心得すべき旨、御用人より申し聞けのこと。 〇飛脚(ひきゃく)の儀は、御用状箱(ごようじょうばこ)に目方(めかた)の御定法(おさだめほう)有之(これあり)、御用状・宿状(しゅくじょう)の外に遣わすべき筋には之無(これなく)候処(そうろうところ)、御拠(よんどころ)なき品もこれあり、別而(べつして)近年は過分の御用物(ごようもの)に相成り候につき、御勘定所(おかんじょうしょ)にて包み立て別附(べつづけ)にて遣わされ候処、荷物同様の趣(おもむき)に相成り、早追(はやおい)の道中筋(どうちゅうすじ)において自然と御威光(おいこう)にも拘(かかわ)り、飛脚の者も甚だ難儀の処、此度(このたび)道中奉行(どうちゅうぶぎょう)中より仰せ出され有之、旁(かたがた)捨て置き難きにつき、以後、御手元(おてもと)御用の品たりとも、飛脚の節(せつ)は遣わされるまじく候間、御締方(おしめかた)厳重に相成り候様、仰せ出され候につき、詰向(つめむき)御用物の儀も一切相止められ候。且つ御用状たりとも、精々細字(こまじ)に認(したた)め、嵩高(かさだか)に相成り申さず様、心配(こころくばり)致すべく候。宿状の儀は勿論のことに候。自然嵩高に相成り候得ば、受け取り申さず様申すべき儀に候。 右につき、御拠なき御用物の儀は、隔月に御勘定所より別飛脚をもって遣わさるるはずに候間、左様に心得くださるべく候。 以上    九月十八日    【江戸表にて八月二十九日仰せ出され候旨、此来書(このらいしょ)の通り】 但し、御徒目付(おかちめつけ)并(ならびに)組小頭(くみこがしら)へ右別紙壱通ずつ相渡し、以来、組々(くみぐみ)御用状の分は弐歩(にぶ)嵩(かさ)に致し差し出し候様、厳重に組小頭へ申し通すよう申し渡しのこと。

(Continued from previous page) …[Regarding Lady Teishō-in,] her name had been added to the formal greetings correspondence (go-kigen-jō); however, since the domain lordship has now changed, it has been decreed that this practice need no longer be continued. Please take note accordingly.       5th day of the 8th month The above having been communicated by Sasaji Gon'uemon through his relay of the instruction (ten-tori).       The following has been decreed as per the attached separate document. The御用人 (go-yōnin, senior administrator) has communicated that this should be noted accordingly. 〇 Regarding the courier service (hikyaku): There are established regulations (go-sadamehō) concerning the weight permitted in the official correspondence boxes (go-yōjō-bako), and it is not proper to send anything other than official correspondence (go-yōjō) and lodging notices (shuku-jō) by this means. However, there have been cases where items could not be avoided [being sent in this way], and in particular in recent years the volume of official goods sent has become excessive. As a result, items have been packed separately and sent via the Accounts Office (go-kanjōsho), but this has come to resemble the transport of regular freight; along the post road (dōchū-suji) used by the fast couriers (hayaoi), this has naturally come to affect the dignity and prestige (go-ikō) [of the domain], and has caused great inconvenience to the courier personnel as well. On this occasion, having received a directive from the Road Magistrates (dōchū-bugyō), and this being a matter that can no longer be overlooked, it has been decreed that henceforth, even items needed directly by the [domain] office shall not be sent via courier. In accordance with this strict tightening of regulations, all official goods sent from the resident office (tsume-muki) shall also be entirely discontinued. Furthermore, even for official correspondence, every effort should be made to write in small characters so that the package does not become bulky. This applies all the more to lodging notices, which go without saying. Should a package naturally become too bulky, instructions shall be given not to accept it. In light of the above, unavoidable official goods shall be sent every other month via a separately dispatched courier from the Accounts Office. Please take note accordingly. That is all.      18th day of the 9th month      [This decree was issued in Edo on the 29th day of the 8th month, as communicated in this incoming letter.] Note: Copies of the above separate document shall be distributed one each to the foot inspectors (o-kachi-metsuke) and unit sub-commanders (kumi-kogashira). Instructions shall be strictly conveyed to the kumi-kogashira that henceforth, official correspondence from each unit (kumi-gumi) shall be submitted at a weight/volume reduced to two bu (a fractional unit of measurement) in bulk.
