《割書：諸侯財政の｜窮状》　　之（これ）で見（み）ると実（じつ）に当時（たうじ）に於（お）ける諸侯（しよこう）の財政（ざいせい）と云ふものゝ情態（ぜうたい）が分（わか）るようであるが之（これ）は結局（けつきよく）幕府（ばくふ）其（その）ものゝ

【本文】
については少々たりとも引米を弛めてやりたいところ、連年莫大な物入りが打ち続き、勝手向きは必至と差し支え、この上暮らし方の目途が立ちかねることについて、残念ながらその義はできません。しかしながら右の存じ立ちました趣意をせめて現そうと、兼々分米の内にて除け置きました金子を少々一同へ取らせることにいたします。なお勝手向きの義、このままにて打ち過ぎましたなら、終には家中の扶助もできかねるようになろうかと深く心痛いたします。これにより、なお又諸向きに厳しく省略を申し付けましたので、万事失墜がないよう厚く心を用い、今一際省略の廉が相立つように致したいことです。もっとも為筋の義に存じ付きましたなら、聊かも遠慮無く申し出てください。なお委細は家老共へ申し含みました。

**諸侯財政の窮状**
これで見ると実に当時における諸侯の財政というものの情態が分かるようであるが、これは結局幕府そのものの財政窮乏の余波が及んでいるものであると信ずるのである。とにかくこの仰渡しは誠に露骨であって、当時の内情を知る上においては良き材料であるように思う。次に時習館に関することであるが、その触書は左の如くである。

**時習館に関する触書**
文武御取立の義、御先代様より度々仰せ出され、時習館の義も去る宝暦度・文化度に厳重に仰せ出され、銘々心がけ出精いたすことに志しおり候えども、なお又この度文武の義厚く仰せ出され、芸達の者出来候よう思し召され候につき、時習館の義いよいよ厳重に仰せ出され、それぞれ掛かりの者仰せ付けられ、諸芸時習館において絶え間なくできるよう仰せ付けられ候間、銘々心がけ候芸術、望み次第稽古いたすべく候。ついては道場新建等仰せ付けられ候えども、一同厚く相心がけ出精昇達いたすよう、銘々真実の修行いたすべく候。もっとも御役人以上年若の者は別して自己の執行は勿論、年輩の者も折々罷り出で心付き申すべく候。
付け、手習い・算術の義、銘々油断なく心がけ申すべく候。

一、若年の者も素読の義は勿論、諸芸共入門として出精いたすべく候。これまで年若者一向に稽古いたさぬ者もこれあり候えども、以来は右様の者はその親々へ急度御沙汰あるべく候間、その趣兼ねて御心得申すべく候。

一、稽古道場不足にて差し支えの義はこれあるべく候えども、御時節柄の義にて思し召し通りにも難く遊ばされ、師匠の申し合わせ差し支えなきよう稽古いたすべきこと

右の通り仰せ出され候間、御家中へ相触るべき旨、孫次右衛門殿仰せ渡され候間、その意を得られ候べし。以上

諸稽古時習館定日の外、日々師匠宅にてこれあり候ところ、諸芸心がける者所々通い稽古いたし候ては、心がけ通り執行いたすこと難しくもできず候につき、この度剣術道場一ヶ所御新建に相成り候間、左の通り稽古繰り合わせ、晴雨に限らず日々代わる代わる稽古いたすべきこと

一、弓稽古両流、一ヶ月置き九つ時限、朝夕代わり合い半日ずつ、時習館において稽古いたすべきこと

"...regarding this matter, I would like to ease the rice deductions even a little, but due to enormous expenses continuing year after year, our financial affairs are in critical condition, and we can no longer sustain our way of life. Regrettably, I cannot fulfill this intention. However, to at least demonstrate the spirit of my intentions, I will distribute a small amount of money that I have set aside from my portion of rice to everyone. Furthermore, if our financial affairs continue as they are, we may eventually be unable to support our retainers, which causes me deep concern. Therefore, I have ordered strict economy measures in all areas, so please take great care to ensure nothing fails, and strive to establish even greater economy. Of course, if you have any thoughts on proper procedures, please speak without hesitation. I have given detailed instructions to the senior retainers.

**Financial Distress of the Daimyo**
From this we can truly understand the state of the daimyo's finances at that time, which I believe was ultimately due to the ripple effects of the shogunate's own financial difficulties. In any case, this directive is truly candid and provides good material for understanding the internal situation of the time. Next, regarding Jishūkan, the circular was as follows:

**Circular Regarding Jishūkan**
"Regarding the promotion of literary and martial arts, this has been repeatedly proclaimed since the previous lord's time. The matter of Jishūkan was also strictly proclaimed in the Hōreki and Bunka periods, and everyone has been devoted to diligent practice. However, literary and martial arts have again been strongly emphasized, and it is desired that skilled practitioners emerge. Therefore, Jishūkan affairs are to be conducted even more strictly, with appropriate officials appointed, and all arts are to be practiced continuously at Jishūkan. Each person should practice the arts they are devoted to as desired. Although new training halls have been ordered to be built, everyone should sincerely devote themselves to practice so that they may advance through diligent effort. Officials and younger men in particular should focus on their own training, and older men should also occasionally attend and offer guidance.
Additionally, everyone should diligently practice calligraphy and arithmetic without neglect.

1. Young men should diligently practice not only basic reading but also begin training in all arts. Until now there have been some young men who did not practice at all, but henceforth such individuals will have their parents strictly reprimanded, so please be aware of this."

"Various training sessions at Jishūkan were held daily at masters' residences on non-designated days, but since those devoted to various arts had to travel to different locations for training, it became difficult to maintain consistent practice. Therefore, one new sword training hall has been constructed, and training shall be arranged as follows, with daily alternating practice regardless of weather:

1. Archery training for both schools: alternating monthly, at the hour of nine, morning and evening shifts of half-day each, training at Jishūkan
