【本文】
　　　　　　外国人排斥の件について別紙の通り去る七日、伝奏衆から京都に派遣されている者へ申し聞かされました。それについて紀伊侯領分へもし外国が渡来した際は、応接を用いず二心なく打ち払うよう致すべきでしょうか。この件についてご内談に及ぶべき旨を申し付けて参りました。

　　　　　　外国人排斥期限の件、先だって天下へ布告されました上は、各藩において外国船攘夷の心得は勿論のことですが、傍観して打ち過ごしている藩があるとのことで、深く天皇のお心を悩ませています。既に長州において戦闘が始まっていることについては、日本国一体のことですから、互いに応援し攘夷を行い、日本国の恥辱にならないよう、全藩一致して決戦し尽力して、天皇のご意向を貫徹するよう仰せ出されることです。

　　　　　　つまり右の別紙というのは朝廷から直接各藩に命じられたもので、紀州侯は果たしてその通りに実行してよいものかどうか迷ったため、幕府の内意を伺いたいという意味で大阪城代まで申し出てきたのです。よって信古から右のように別紙の写しを添えて老中の指揮を請うたのですが、その老中の指令書とも言うべき付札がまた実に興味深いのです。すなわち

　　　　　　攘夷の件はまだ横浜で交渉中につき承諾するかどうか決め難く、こちらから攻撃することは見合わせ、いよいよ決裂となった際にはなお達しがあることもあるでしょうから、彼らから襲来しない限りは軽率な行動をしないよう申し付けるべきです。攘夷が仰せ出された以上は片時も警衛向きに油断はできませんが、しかし通航の外国船を無意味に打ち払うことはお見合わせになるよう挨拶すべきことです。

　　　　　　右のように老中から指揮されたのですが、これではやはりどちらに従ってよいのか各藩においてもその処置に困ったことでしょうと思います。ところがその時はちょうど英国船が目印山沖に見えた時であったから、六月十四日をもって大阪城代からは関西沿海各藩に向かってその付札の通りを布告したのです。するとその月の二十日になって野宮、坊城両卿からの使いをもって大阪城代に向かい朝旨として左のように達せられたのです。

　　　　　　攘夷期限の件は先だって布告されました。既に長州において天皇のご意向を遵奉し断然として攘夷を行いましたから、この後外国人が渡来したならば二心なく打ち払うべきです。

　　　　　　勿論警衛の諸藩は互いに相援け尽力して防御すべきよう仰せ出されることです。

　　　　　　そこで大阪城代においては止むを得ずその月の二十二日をもってまたまた左の通り諸藩に通達するに至ったのです。

　　　　　　朝廷が仰せ出されましたから、伊豆守が去る十四日にお達し申し上げた書付はお取り消しになるべきです。以上

　　　　　　今日から見ればいかにも可笑しいことのように思いますが、その当時にあっては関西諸侯指揮の任にある大阪城代として実に苦心したものであったことと思うのです。もっとも右はただ一例に過ぎないのですが、ともかく朝廷からは直接にどしどしと攘夷のことを達せられるのに、幕府からはなるべく外国船に対しては穏当な手段によって、みだりに手荒な行動をするなと令するという訳で、ほとんど政令の統一を欠いていたということは甚だしいものがあったのです。

　　　　　　なおそれについて一つここにお話して置きたいと思うのは、右に申し述べた目印山沖に英船が見えたという時に当たって、海岸警衛の任にある松平相模守から大阪城代たる信古に申し送った事です。まずその全文を左に掲載してみようと思います。

　　　　　　直書をもって申し達し候。炎暑の時候、まず第一に益々ご清安でお過ごしのこと珍重に存じます。さて去る十四日目印山沖合いに英吉利船が相見えましたにつき、ご警衛詰の家来共早々出張して打ち払う旨申し達したところ、貴殿から詰の家来へ今後は見合わせるよう達しの旨申し越され承知いたしました。しかるところ平常の地方のことは今後ご指図に従いますが、警衛の上においては先頃天朝から総督の心得を仰せ蒙り、未だ引き渡し以前のこと、かつこの春一橋殿在京中、万一異船相見えたなら二心なく打ち払う段を相伺いしたところ、春嶽へも申し達し、伺いの通り打ち払って差し支えない旨ご指図があり、かつ天朝よりもこの度重々仰せ蒙った次第もございますから、

　　　　　　Regarding the matter of expelling foreigners, as indicated in the attached document, on the 7th, the court transmitters informed those stationed in Kyoto. Concerning this matter, if foreigners should arrive in the Lord of Kii's territory, should we dispense with diplomatic reception and drive them away without hesitation? I have been instructed to consult with you on this matter.

　　　　　　Regarding the deadline for expelling foreigners, since a proclamation was issued throughout the realm, it goes without saying that all domains should be prepared to repel foreign ships. However, it has come to our attention that some domains are standing by as mere observers, which deeply troubles His Majesty's heart. Since fighting has already begun in Chōshū, this concerns the unity of the imperial nation. Therefore, domains should mutually support each other in expulsion efforts, and all domains should unite in decisive battle and strive to ensure that our imperial nation suffers no disgrace, thus carrying out His Majesty's will. This is the imperial command.

　　　　　　In other words, this attached document was a direct imperial command to each domain, and the Lord of Kii was uncertain whether he should implement it exactly as stated, so he inquired with the Osaka castle deputy about the shogunate's true intentions. Consequently, Nobuhisa requested guidance from the senior councilors, attaching a copy of the aforementioned document. The senior councilors' directive, which could be called their instruction slip, is also quite interesting. It stated:

　　　　　　Regarding expulsion, since negotiations are still underway at Yokohama and it is difficult to determine acceptance or rejection, attacks from our side should be suspended. Should relations finally break down, further instructions may be forthcoming. Unless they attack first, rash actions should be avoided. While the expulsion order means that vigilance in guard duties cannot be relaxed for a moment, nonetheless, the meaningless attacking of foreign ships engaged in regular trade should be avoided. This should be conveyed accordingly.

　　　　　　Although the senior councilors gave such guidance, this still left domains uncertain about which authority to follow, and they must have been troubled about how to proceed. At that time, British ships happened to be visible off Mount Mejirushi, so on June 14th, the Osaka castle deputy issued a proclamation to the domains along the Kansai coast in accordance with that instruction slip. Then on the 20th of that month, messengers from both Lords Nomiya and Bōjō came to the Osaka castle deputy with the following imperial message:

　　　　　　Regarding the expulsion deadline, a proclamation was previously issued. Since Chōshū has already faithfully obeyed His Majesty's will and resolutely carried out expulsion, hereafter when foreigners arrive, they should be driven away without hesitation.

　　　　　　Consequently, the Osaka castle deputy had no choice but to issue the following notification to all domains on the 22nd of that month:

　　　　　　Since this has been commanded by the imperial court, the document issued by Izu-no-kami on the 14th should be rescinded. End.

　　　　　　Looking back from today, this may seem quite absurd, but at that time, as the Osaka castle deputy responsible for commanding the Kansai lords, it must have been truly trying. Of course, this is just one example, but in any case, while the imperial court directly issued constant commands regarding expulsion, the shogunate ordered that foreign ships should be dealt with through moderate means and rash violent actions should be avoided. The lack of unified government policy was indeed severe.

　　　　　　There is one more matter I would like to discuss here regarding the aforementioned sighting of British ships off Mount Mejirushi. Matsudaira Sagami-no-kami, who was responsible for coastal defense, sent the following message to Nobuhisa as Osaka castle deputy. Let me first present the complete text:

　　　　　　I write to you directly. In this hot season, I trust above all that you continue in good health, which I find most gratifying. Regarding the British ship that appeared off Mount Mejirushi on the 14th, I reported that my retainers on guard duty would quickly deploy to drive it away. However, I received word from you instructing the guard retainers to refrain from such action in the future, which I acknowledge. While I will follow your guidance in ordinary local matters, regarding guard duties, I recently received imperial instructions on the general's duties, and this concerns matters before the transfer of authority. Moreover, this spring while Lord Hitotsubashi was in Kyoto, when I inquired about driving away foreign ships without hesitation should any appear, the matter was also communicated to Lord Shungaku, who gave guidance that driving them away as inquired would be acceptable.
