座候様仕度奉存候以上
六月廿六日 松 平 伊 豆 守
サウすると老中（らうちう）に於（おい）ては翌（よく）七月に至（いた）つて右（みぎ）に対（たい）する返書（へんしよ）を大阪城代（おほさかじやうだい）に送（おく）つたのであるがそれが其（その）月（つき）の
十六日に至（いた）つて大阪（おほさか）に達（たつ）したのである而（しか）して其（その）全文（ぜんぶん）は左（さ）の如（ごと）くである
攘夷期限被仰出候得共当時鎖港談判中之儀ニ付猥に兵端を開候ては以之外之儀ニ付彌手切ニ相成候
ハヽ其節相達可申候夫迄之処無謀之所業無之様其地御警衛之面々え被相達候様先便申進候処早速夫
々え被相達候得共松平相摸守ニハ去月十四日目印山沖え英船渡来之節打払既京師より御褒詞も有之
其上昨年従 天朝惣督之蒙仰罷在候儀ニて其砌一橋中納言殿春嶽差図済ニて進退致し候心得ニも有
之猶又今般無二念打払可申旨蒙 朝命候上ハ先便申進候趣相摸守え相達候得は猶京師え申立如何な
る不都合を引出し可申哉も難計と心配被致候大阪表御警衛立花飛騨守え被仰付松平相摸守は御免相
成未交代前ニは有之候得共先便申進候達之趣相摸守之処暫く美合申度旨深く考究之上委細御申越之
趣致承知候前件之通鎖港談判中ニも有之殊ニ今般京師え被仰立候
御旨も有之候ニ付旁無謀之所業無之様精々相摸守え御申達可被成候尤立花飛騨守と交代相済候ハヽ
右之趣相摸守え達ニ不及飛騨守え篤と御申達可被成候猶此上共御国御為筋之儀御熟者之上厚御取計

外夷掃攘之儀ハ緒藩え伝奏衆ゟ再応達有之候儀ニは候得共鎖港談判中ニ付いまた御手切不相成候間
猥ニ兵端を開候ては
御国辱を引起候ニ相当以之外之儀ニ付彌御手切ニ相成候ハヽ早々達越可申積尤今般京師え被
仰立候
御旨も有之候付旁方今之処平穏ニ取計候様可及御達旨去月中老衆ゟ被申越候付則及御達候儀之処当
今之御場合いまた江戸表より何等被
仰立も無之哉ニ及承候右者自然行違候儀ニも可有之哉然処外夷掃攘之儀ハ兼て被仰出候儀ニも有之

勅諚之趣は最以攘夷御一決被遊候御儀元来爰許之儀は
帝都御程近別て枢要之海岸ニて旁最早切迫之御時勢因循難仕御場合ニも相赴候上は差向摂海は勿論
右ニ差積候近海之儀は此後外夷渡来候ハヽ無二念打払可申との
勅命彌以尊奉仕最前及御達候趣は取消之積御心得可被成候依之此段御達申候

そうすると老中においては翌七月に至って右に対する返書を大阪城代に送ったのですが、それがその月の十六日に至って大阪に達したのです。そしてその全文は左の通りです。
攘夷期限が仰せ出されましたが、当時鎖港談判中のことにつき、みだりに戦端を開いてはとんでもないことですから、いよいよ決裂に至ったならばその節に達し申します。それまでのところ無謀な所業のないよう、その地ご警備の面々へ達するよう先便で申し進めたところ、早速それぞれへ達されましたが、松平相模守には去月十四日目印山沖へ英船渡来の節打ち払い、既に京師よりお褒めの詞もあり、その上昨年天朝より総督を仰せ蒙っている件で、その砌り一橋中納言殿、春嶽の指図済みで進退する心得にもあり、なお今般二心なく打ち払うべき旨朝命を蒙った上は、先便で申し進めた趣旨を相模守へ達すれば、なお京師へ申し立ていかなる不都合を引き出すかも計り難いと心配されています。大阪表ご警備を立花飛騨守へ仰せ付け、松平相模守はお免めになり、未だ交代前ではありますが、先便で申し進めた達しの趣旨、相模守のところ暫く見合わせたい旨、深く考究の上委細にお申し越しの趣致承知いたしました。前件の通り鎖港談判中にもあり、殊に今般京師へ仰せ立てられた御旨もあることにつき、共に無謀な所業のないよう精々相模守へお申し達し成されるべきです。もっとも立花飛騨守と交代相済みましたならば、右の趣旨を相模守へ達するに及ばず、飛騨守へ篤とお申し達し成されるべきです。なおこの上共にご国のお為筋のこと、ご熟慮の上厚くお取り計らい成されるべきです。この件申し進めます。以上

右のような訳であるにもかかわらず、その八月十八日に至って大阪城代よりは又々左のような達しを摂海警衛の面々へ発しているのです。
外国人掃攘の件は諸藩へ伝奏衆より再応達しがあった件にはありますが、鎖港談判中につき未だ決裂に至っていませんから、みだりに戦端を開いては国辱を引き起こすに相当し、とんでもないことですから、いよいよ決裂に至ったならば早々達し越し申す積もりです。もっとも今般京師へ仰せ立てられた御旨もあることにつき、共に方今のところ平穏に取り計らうよう達しするべき旨、去月中老衆より申し越されたため則ちお達しした件のところ、当今のご場合未だ江戸表より何等仰せ立てもないかにお承りしています。右は自然行き違いの件にもあるでしょうか。しかるところ外国人掃攘の件は兼ねて仰せ出された件にもあり、殊に方今追々仰せ出される勅諚の趣旨は最も攘夷をご一決遊ばされたご件、元来ここ許のことは帝都にご程近く、別けて枢要の海岸で、共に最早切迫したご時勢、因循は致し難いご場合にも赴いた上は、差し向き摂海はもちろん右に差し迫った近海のことは、この後外国人渡来したならば二心なく打ち払うべきとの勅命、いよいよ以て尊奉仕、最前にお達しした趣旨は取り消しの積もりお心得になるべきです。依ってこの件お達し申します。

Although the deadline for expelling foreigners has been proclaimed, since port-closing negotiations are currently underway, recklessly opening hostilities would be absolutely unacceptable, so when relations finally break down, we will issue directives at that time. Until then, we instructed in our previous correspondence that you should direct the security forces there to avoid rash actions, and this was promptly communicated to each party. However, regarding Matsudaira Sagami-no-kami, when the British ship arrived off Mount Mejirushi on the 14th of last month, he drove it away and has already received words of praise from Kyoto. Moreover, last year he was appointed as governor-general by the imperial court, and at that time he understood that he should act according to the guidance of Hitotsubashi Chūnagon and Shungaku. Furthermore, now that he has received imperial commands to drive away [foreigners] without hesitation, if we convey to Sagami-no-kami what we stated in our previous correspondence, we are concerned about what inconveniences he might create by appealing to Kyoto. Security of Osaka has been assigned to Tachibana Hida-no-kami, and Matsudaira Sagami-no-kami has been relieved of duty, though the handover has not yet occurred. We understand from your detailed report that you wish to temporarily withhold the directive mentioned in our previous correspondence regarding Sagami-no-kami after deep consideration. As stated previously, port-closing negotiations are underway, and particularly since there are now imperial intentions conveyed to Kyoto, you should make every effort to communicate to Sagami-no-kami to avoid rash actions. Of course, once the handover with Tachibana Hida-no-kami is completed, there will be no need to communicate the above to Sagami-no-kami, and you should thoroughly communicate it to Hida-no-kami. Furthermore, you should continue to carefully handle matters for the benefit of the country after thorough consideration. We communicate this matter. End.

Despite such circumstances, on August 18th the Osaka castle deputy again issued the following directive to the security forces of the Settsu Sea area:
Regarding the expulsion of foreign barbarians, there have been repeated communications from the court transmitters to the various domains, but since port-closing negotiations are ongoing and relations have not yet broken down, recklessly opening hostilities would bring about national disgrace and is absolutely unacceptable, so when relations finally break down, we intend to quickly send communications. Moreover, since there are now imperial intentions conveyed to Kyoto, we were told by the senior councilors last month that directives should be issued to handle matters peacefully for now, which we duly communicated. However, in the current situation, we understand that there have been no proclamations whatsoever from Edo. This may naturally be due to miscommunication. However, the matter of expelling foreign barbarians has long been proclaimed, and particularly the recent imperial edicts being issued demonstrate the firm imperial decision for expulsion. Originally, this area is close to the imperial capital and is a particularly crucial coastline. Given that we have reached such pressing times when delay is no longer acceptable, from now on, not only in the Settsu Sea but also in the nearby waters facing similar pressure, when foreigners arrive, the imperial command is to drive them away without hesitation. We respectfully obey this command, and you should understand that our previous directives are to be considered withdrawn. We communicate this matter accordingly.
