東参五郡、曰く渥美郡、曰く宝飯郡、曰く、八名郡、曰く南設楽郡、曰く北設楽郡、此五郡
の内渥美、宝飯の二郡は海岸の地にして八名及び南北設楽の三郡は山間の地たり、去れど豊
川の流と鉄車の便とによりて海陸の交通は益発達し、山間の木材其他の貨物は直ちに豊橋市
場に集りて各地に輸送せられ、海岸の魚類は即時に運搬せられて南北設楽の山間に於ても其
日の膳部に上すを得、殆んと五郡は隣保の如し、
東参に於ける市街地は豊橋町（●●●）を首とす、蓋豊橋町の繁華は岡崎町及び遠州浜松町にも過ぎて
実に三遠両国中第一位に在り、而して東参に於て豊橋町に亜くの地は南設楽郡／新城町（●●●）にして
次は八名郡／大野町（●●●）、南設楽郡／海老町（●●●）、宝飯郡／豊川町（●●●）、渥美郡／田原町（●●●）等にて、宝飯郡の御油赤
坂町等は旧時の観だになし、次に所謂名所旧蹟にあらずして輓近の創設に係る北設楽郡段戸
山／産馬種蓄場（●●●●●）、渥美郡中山村／中山試砲所（●●●●●）は、何れも官設にして東参の地に幾多の光彩を添へ
つゝあり。

●起原 上古は豊川の水流今日の如くなら
ず豊川町辺りが河口にて東は牛川村西は小坂
井、牛久保町北は一宮辺まて湾入し南は吉田
方、牟呂村より豊橋町大字飽海辺まて入海な
りしなり万葉集に大舟乎（オホフネヲ）荒海爾（アラウミニ）䅭（コギ）【榜？】出（ダシ）云々又／白（シラ）
浪乃（ナミノ）高荒海乎（タカアラウミヲ）云々とあるは現今の豊橋町大字
飽海辺（アクミ）の波濤荒れたるより出たる名称にて荒
海の語転化して飽海と謂ふに至りたるものな
らん而して和名抄に「阿豆美」と云ひ又は渥美
に「安久美」郷ありと云へるより考ふれば渥美
郡の起原は飽海の言葉の転化して自然と命名
せられたるものと云ふべし
●豊川 吉田川、又姉川とも謂ひしと水源
を北設楽に発して南設楽を貫流し八名、渥美、
宝飯三郡の界を流れて衣ヶ浦に注ぐ故に豊橋
の繁華否東参五郡の利便発達は此豊川の水流
に資する所多しと云ふべし、而して沿岸各地
の絶景は以下夫れ〳〵記する所の如くにて東
参の名勝は此水流に依りて名を著はす者多し

東三河五郡は、渥美郡、宝飯郡、八名郡、南設楽郡、北設楽郡である。この五郡のうち渥美、宝飯の二郡は海岸の地域であり、八名および南北設楽の三郡は山間の地域である。しかし豊川の流れと鉄道の便によって海陸の交通はますます発達し、山間の木材その他の貨物は直ちに豊橋市場に集まって各地に輸送され、海岸の魚類は即座に運搬されて南北設楽の山間においてもその日の食卓に上ることができる。ほとんど五郡は隣近所のようである。
東三河における市街地は豊橋町を筆頭とする。思うに豊橋町の繁栄は岡崎町および遠州浜松町をも上回って、実に三河・遠江両国中第一位にある。そして東三河において豊橋町に次ぐ地は南設楽郡の新城町であり、次は八名郡の大野町、南設楽郡の海老町、宝飯郡の豊川町、渥美郡の田原町等である。宝飯郡の御油・赤坂町等は旧時の面影はない。次に、いわゆる名所旧跡ではないが最近の創設による北設楽郡段戸山の産馬種蓄場、渥美郡中山村の中山試砲所は、いずれも官設であって東三河の地に数多くの光彩を添えている。

○渥美郡
●起原 古代は豊川の水流が今日のようではなく、豊川町あたりが河口で、東は牛川村、西は小坂井・牛久保町、北は一宮あたりまで湾が入り込み、南は吉田方・牟呂村より豊橋町大字飽海あたりまで入海であった。万葉集に「大舟を荒海に漕ぎ出し」云々、また「白波の高荒海を」云々とあるのは、現在の豊橋町大字飽海あたりの波濤が荒れることから出た名称で、「荒海」という語が転化して「飽海」というようになったものであろう。そして和名抄に「阿豆美」といい、また渥美に「安久美」郷があるというところから考えれば、渥美郡の起原は飽海という言葉が転化して自然と命名されたものというべきである。

The five counties of Eastern Mikawa are: Atsumi County, Hoi County, Yana County, Minami-Shitara County, and Kita-Shitara County. Among these five counties, Atsumi and Hoi are coastal regions, while Yana and the northern and southern Shitara counties are mountainous areas. However, thanks to the flow of the Toyokawa River and the convenience of railways, transportation between sea and land has developed increasingly. Timber and other goods from the mountains immediately gather at the Toyohashi market and are shipped to various places, while seafood from the coast is transported instantly, allowing even the mountain areas of northern and southern Shitara to have fresh fish on their tables the same day. The five counties are almost like neighbors.
Among the urban areas in Eastern Mikawa, Toyohashi town ranks first. Indeed, the prosperity of Toyohashi surpasses even Okazaki town and Hamamatsu town in Tōtōmi, truly holding the first position in both Mikawa and Tōtōmi provinces. The place second to Toyohashi in Eastern Mikawa is Shinshiro town in Minami-Shitara County, followed by Ōno town in Yana County, Ebi town in Minami-Shitara County, Toyokawa town in Hoi County, Tahara town in Atsumi County, and others. Goyu and Akasaka towns in Hoi County no longer retain their former appearance. Next, though not famous historical sites but recent establishments, the horse breeding station at Mount Dando in Kita-Shitara County and the Nakayama Artillery Testing Ground in Nakayama Village, Atsumi County, are both government facilities adding considerable luster to the region of Eastern Mikawa.
Guide to Famous Sites of Eastern Mikawa
○ Atsumi County
●Origin: In ancient times, the flow of the Toyokawa River was not as it is today. The area around Toyokawa town was the river mouth, with bays extending east to Ushikawa village, west to Kozakai and Ushikubo towns, north to around Ichinomiya, and south from Yoshidakata and Muro villages to the area of Akumi in Toyohashi town, which was all inlet sea. The Man'yōshū contains verses like "Launching a great ship into the rough sea" and "The white waves of the high rough sea," which derive from the turbulent waves around the present-day Akumi area of Toyohashi town. The term "rough sea" (araumi) likely transformed into "Akumi." Considering that the Wamyō-shō refers to "Azumi" and mentions an "Akumi" village in Atsumi, the origin of Atsumi County can be said to have been naturally named through the transformation of the word "Akumi."
●Toyokawa River: Also called Yoshida River or Ane River. Its source rises in Kita-Shitara, flows through Minami-Shitara, runs along the borders of Yana, Atsumi, and Hoi counties, and empties into Kinugasa Bay. Therefore, the prosperity of Toyohashi—indeed, the convenient development of all five counties of Eastern Mikawa—owes much to the flow of this Toyokawa River. The scenic beauty of various places along its banks is as described below, and many of Eastern Mikawa's famous sites owe their renown to this waterway.
