地震は陰陽（いんよう）水火のたゝかひにて国を動（うこ）かす
にあらず只土のうごき亦（また） 土生金（どしやうきん）とてつれ
てかねもうごきめぐる俗語（そくご）に雨降て地（ち）かた
まると地震も納（おさま）り世なをしとかやます〳〵
五穀（ここく）は豊作（ほうさく）下（し）も万民（はんみん）のうるおひ
御代（みよ）万歳楽とうたひめて度〳〵
天（あめ）か下（した）うごかぬ国（くに）とおさまりて
うるおひ廻（めく）るあらかね【土の枕詞】の土（つち）

現代語訳
地震は陰陽、水火の戦いによって国を動かすのではなく、ただ土の動きである。また土生金といって、それに連れて金（金属）も動き回る。俗語に「雨降って地固まる」というように、地震も収まり、世の中も平穏になるという。ますます五穀は豊作となり、庶民も潤い、御代万歳楽と歌い舞うのである。
天下に動かない国として治まって
潤いが巡るあらがねの土よ
京中町の破損修理費用銀
およそ一町につき二十貫目ずつとして
およそ銀八万六千貫目
この金を六十五匁に換算して
およそ金百三十二万三千七十六両三歩二朱
三匁一分二厘ほど

Earthquakes are not caused by the battle of yin-yang or water and fire moving the country, but are merely movements of the earth. Also, according to the principle of "earth generates metal" (from Five Elements theory), metals are also moved and circulated along with it. As the common saying goes, "after rain, the ground hardens," earthquakes also subside and the world becomes peaceful. Increasingly, the five grains have abundant harvests, the common people prosper, and they sing and dance "Long Live the Reign."
