紬木綿を着之【し】物頭使番迄紬木綿を可

現代語訳
紬木綿を着用すること。物頭・使番までは紬木綿を
着用すべし。番組以下においては年始の日の出仕であっても
木綿紙子の外は着用してはならない。
古い小袖を下着にするのは構わない。帷子上下は当分有り
合わせの古い物を着用すべしといえども、この以後支度を
する場合は布木綿の外は無用とすべし。ただし拝領物は格別
である。江戸において番・供・使者を勤める節は定めに及ばないと
いえども、これもまた粗末になる小袖を用いるべきである。国において
他所の使者等を取り扱う者も同様とすべし。隠居並びに医
師の類はもちろん、女の衣服はその品に及ばないといえども、
身上に応じて軽いものを用いるべきこと。

silk-cotton should be worn. Up to the ranks of monogashira (unit commanders) and tsukaiban (messengers), silk-cotton should be
worn. For lower-ranking organized units and below, even when attending New Year's Day duties,
nothing other than cotton paper clothing should be worn.
Using old kosode as undergarments is acceptable. For katabira formal wear, for the time being existing
old garments should be worn, but hereafter when preparing new clothing,
nothing other than plain cotton should be used. However, items bestowed by the lord are exceptional.
When serving guard duty, retinue service, or messenger duties in Edo, though specific regulations do not apply,
simple kosode should still be used. Those who handle
messengers from other domains should follow the same rules. This applies equally to retired persons and physicians.
For physicians and similar persons, and of course women's clothing, though quality standards may not apply,
lightweight clothing appropriate to one's station should be used.
Addendum
The clothing of male and female servants under the supervision of unit leaders
should also follow these guidelines, wearing simple clothing as directed,
and this should be monitored without negligence.
1. Regarding entertainment
All celebrations including those for inheritance and appointment to office should be suspended.
When occasionally meeting with relatives, connections, and others, only one soup
and one vegetable dish, plus pickles and sake served three times should be offered.
