この度につき再び申し付ける。万一違背する者があった場合はその処罰もあり得るので、各々その意を得て必ず守るべきである

御財政が去年の暮れより極めて困窮し、支障をきたし困難な事情である
故に御家中への御借米も増加して申し付けることになるが、
何とも困難を来たす儀につき、御上におかれても御倹約をなされ、
まずはその儀はない。しかしながら、やむを得ず支障をきたす様子も
ある場合は、臨時に仰せ出される品々もあり得る。なおまた、この後
公儀の御用または御手に合う申御入用のため、御家
中の知る内で過分に御借用なされる儀もあり得るので、
その段はあらかじめ心得、御書付をもって仰せ出される通りに従い、
分をわきまえ堅く相守るようにとの思し召しである。以上

Summary
The domain finances have been in extreme difficulty since the end of last year, causing impediments and hardships.
Therefore, rice loans to retainers may need to be increased,
but as this would cause difficulties for all, His Lordship is also practicing frugality,
so for now there is no such measure. However, should unavoidable financial difficulties arise,
there may be emergency orders issued. Furthermore, hereafter
for official government duties or suitable expenses within His Lordship's means,
there may be occasions when excessive borrowing is made within the knowledge of the retainers.
Therefore, keep this in mind beforehand, and when orders are issued through written notices,
follow them accordingly and observe your proper station strictly. This is His Lordship's will. The above
