がために勃蕩(ぼつたう)するにて地震(ぢしん)することに洪浪(つなみ)かならす
起(おこ)るといふ理(ことはり)ありといふにはあらずたゞ火気の海中
に起るとおこらさるによれりあるひは地震の為(ため)に
洪水(かうすい)をおこすものありこれは火気 発動(はつどう)するが為に

【地震略説(続き)】
……このために(海水が)激しく沸き立つのであって、地震があれば必ず津波が起こるという道理があるというわけではない。ただ、火気が海中に起こるか起こらないかによるのである。また、地震によって洪水を引き起こすものもある。これは、火気が発動するために山脈を崩し、地下を通っている水源を溢れさせ、川や谷に流れ込むことによって起こる。
また、津波の類は、山や谷の狭い土地では害が多く、平坦に開けた土地では害が少ないはずである。その理由はいかにというと、狭い土地では水勢が吹き上がりやすく、平坦な土地では遮るものがないがゆえに水勢がすみやかに衰えるからである。おおよそ以上のとおりである。

天武天皇七年(六七九年)、筑紫(つくし)の国で地が裂けること、広さ二丈・長さ三千余丈、民家が多く倒れた。

...It is for this reason that [the seawater] surges up violently. However, this does not mean that there is an invariable principle whereby an earthquake must always produce a tsunami. It depends solely on whether or not the fire energy arises within the sea. There are also cases in which earthquakes give rise to floods. These occur because the fire energy, upon activating, breaks apart mountain ranges, causes underground water sources to overflow, and pours into rivers and valleys.
Furthermore, as regards tsunamis and their like, damage tends to be greater in areas with narrow mountain valleys, and lesser in flat and open terrain. The reason for this is as follows: in narrow terrain, the force of the water easily surges upward, whereas in flat terrain, there being nothing to obstruct it, the force of the water quickly diminishes. Such, in broad terms, is the nature of these phenomena.

In the seventh year of Emperor Tenmu's reign (679 CE), in the province of Tsukushi, the earth cracked open to a width of two *jō* and a length of more than three thousand *jō*, and many dwellings collapsed.
