Since these are such people, I hope that if there are any compilations
that are deemed oppressive for the time being and lack popular support, truly
detrimental to the national polity,
they will make every effort through multiple channels to peacefully
present petitions and conduct research in the Senate, and even if their assessments prove wrong and are not adopted,
they will not cling to their own opinions but quickly withdraw and reflect,
and if they then submit good proposals, it would certainly
benefit governance—it is truly regrettable that this does not happen.
A wise ruler listens well to remonstrance, and poor reins do not
make a fine horse, as they say. Therefore, for non-urgent

matters, we should gratefully receive the various
imperial edicts regarding the allied conferences until the coming 23rd year,
and it is essential to submit methods for the eternal prosperity
of the imperial throne, unparalleled among all nations,
and the happiness of all people.
To recognize this is the work of learned and talented people. However,
the compilation of this "Onko-chō" (温故帖) is not like that. Even if people belong to
any kind of political faction, if there are mutual feelings like
"those people" and such, it becomes an obstacle to continuity
and goes against the original intent, which is extremely regrettable. Therefore,
