禁裏大嘗会御執行有之関東へも左之通被

米穀依高価万民困窮堕塗炭不易
宸襟被 思召候間可成安諸思様可執計之旨
被命関白殿候仍執達如件

一、天明七年丁未（1787年）十一月
近年諸国で凶作となり飢饉に陥ったことについて、
禁裏で大嘗祭を御執行されることがあり、関東へも左の通り
仰せ出されたとのこと
米穀が高価格のため万民が困窮し、塗炭の苦しみに陥っているのは容易でない
天皇陛下が思し召しになられている間、なるべく安価になるよう取り計らうべき旨を
関白殿に命じられた よって執達件の如し

First, Tenmei 7th year, Hinoto-hitsuji (1787), November:
In recent years, various provinces suffered poor harvests leading to famine, and regarding
the Great Thanksgiving Festival being conducted at the Imperial Palace, the following was
proclaimed to the Kantō region:
Since rice and grain are expensive, all people are suffering hardship and falling into dire straits
His Majesty the Emperor, having this in mind, commands that measures be taken to make prices as low as possible
This was commanded to the Kanpaku (Chief Advisor) Therefore this is executed as stated
