ハ彼ノ国。智者出テ教ルコトナキ故也。扨各国ノ其初メヲ思
ヘバ日本モ唐山モ朝鮮モ阿蘭陀モ今コソ文物国トハ成
タレトモ開闢ノ当坐ハ皆今ノ蝦夷ノ如ニアリシヲ大智ノ
人。交出テ数千年ノ間。油断ナク教化アリシニ因テ各文物
国トハ成シ也蝦夷モ大智ノ人出テ教化セバ漸々ニ開コト
疑ナシ然レトモ其国飽マデ気運否塞ノ下国ナル故ニヤ開
闢以来智者出タルコトヲ不＿レ聞。猶此末世トテモ聖智ノ人ノ
出ルコトモアルマジケレバ済度ノ為ニ隣国ヨリ教化シテ
人道ヲ知シメ物産ヲ開テ生育ナサシムベキコト是神仏儒
ノ旨ナルベシ殊ニ蝦夷ハ界モ近ク其上。日本ヲ尊信スル
現代語訳
それはあの国に智者が出て教えることがないからである。さて各国のその始まりを思えば、日本も中国も朝鮮もオランダも、今こそ文明国となったけれども、天地開闢の当初はみな今の蝦夷のようであったのを、大いなる智恵を持つ人々が次々と出て、数千年の間、油断なく教化があったために、それぞれ文明国となったのである。蝦夷も大智の人が出て教化すれば、次第に開けることは疑いない。しかしながら、その国は徹底的に運気が塞がった下等国であるためか、天地開闢以来智者が出たということを聞かない。なおこの末世においても聖智の人が出ることもあるまいから、救済のために隣国から教化して人としての道を知らしめ、物産を開発して生活を営ませるべきことは、これ神仏儒教の趣旨であろう。特に蝦夷は国境も近く、その上日本を尊敬し信頼している。

This is because no wise men have emerged in that country to provide instruction. Now, if we consider the origins of each nation, Japan, China, Korea, and Holland have all become civilized countries today, but at the time of creation they were all like the present-day Ezo. It was because great wise men emerged successively and provided unremitting education and cultivation over thousands of years that each became a civilized country. If a person of great wisdom were to emerge among the Ezo and provide education, they would gradually develop without doubt. However, perhaps because their country is thoroughly a backward nation with blocked fortune, no wise men have been heard of since the beginning of creation. Since no person of sacred wisdom is likely to emerge even in this degenerate age, neighboring countries should provide education for their salvation, making them understand human morality and develop their natural products to sustain their livelihood. This would accord with the principles of Shinto, Buddhism, and Confucianism. Particularly, the Ezo are close in territory and, moreover, revere and trust Japan.
