蝦夷国ニ。王ト云者モナク大名ト云者モナシ只一村切ニ聚落ヲナ
シテ其中ニテ家筋正ク。人望アル老年ノ者。其部長ト成テ。事
ヲ計ルト云リ。然ルトキハ誰（タレ）蝦夷国ノ主（アルジ）ト云コトモナシ其上。夷人ノ性。
至愚至善ニシテ且其国人挙テ上国ノ風ヲ望ムコト孤児ノ父母
ヲ慕フガ如シト聞及ベリ。コレニ因テ思べハ【ママ】其国ニ立入。商估。舟人。
ノ輩タリトモ。夷人ヲ諭シテ上国ノ風ニ移シ。俗ヲ易シメバ。公ニ
言ハヾ忠義ニモ准ズベキ歟。私ニ於テハ愚人ヲ済度スルノ類ナレ
バ其人ニ取テハ善根トモ云ヘキ歟。都テ此国ノ物語。聞及ビシコトドモ
此書ニ記シタキコト数多アレドモ忌諱ヲ顧テ不筆大尾
右蝦夷略説
現代語訳
蝦夷国には、王という者もなく大名という者もない。ただ一村ずつに集落をなして、その中で家筋が正しく、人望ある老年の者がその部長となって、事を計ると言う。そうであるなら、誰が蝦夷国の主であるということもない。その上、蝦夷人の性質は、至って愚直で至って善良であり、かつその国人挙げて上国（日本）の風習を望むことは、孤児が父母を慕うようであると聞いている。これによって思うに、その国に立ち入る商人、船人の輩であっても、蝦夷人を諭して上国の風習に移し、俗習を改めさせれば、公的には忠義にも相当するであろうか。私的には愚かな人を済度する類であるから、その人にとっては善根とも言えるであろうか。すべてこの国の物語で、聞き及んだことどもをこの書に記したいことは数多くあるけれども、忌諱を顧慮して筆を控える。大尾。

In Ezo country, there are neither kings nor daimyo. They simply form settlements village by village, and within each, an elderly person of proper family lineage and popular support becomes the village chief and deliberates on matters. This being so, there is no one who can be called the lord of Ezo country. Moreover, the nature of the Ezo people is extremely simple and extremely good, and I have heard that the entire population of that country yearns for the customs of the superior country (Japan) like orphans longing for their parents. Considering this, even if merchants and sailors were to enter that country and persuade the Ezo people to adopt the customs of the superior country and change their folk ways, publicly speaking, this might be equivalent to loyal service. Privately, since it would be like delivering ignorant people to salvation, for such a person it could be called a good deed. There are many stories about this country and things I have heard that I would like to record in this book, but I refrain from writing them out of consideration for taboos. The end.
