物此書有焉是豈一家所秘
一人所玩哉刊之行於天下或
蔵之御府為後王遇詩夷狄

我が国との賓客としての接遇の礼、羈縻の道に至るまで詳細に審らかに到達している。先に述べた「その土を踏み、その物を目にする」ということが、この書にはある。これがどうして一家の秘蔵とし、一人の玩弄に留めておくべきものであろうか。これを刊行して天下に行き渡らせるか、あるいは御府に蔵して、後の王が詩経にいう夷狄に遇う際の備えとするのも、なんと美しいことではないか。

extending even to the protocols of receiving them as guests in our country and the methods of loose rein governance - all are examined in detail with thorough precision. What was mentioned earlier about "setting foot on that land and seeing those things with one's eyes" - this book contains exactly that. How could this be kept as the secret treasure of one family or the plaything of one person alone? To publish it and circulate it throughout the realm, or to store it in the imperial treasury as preparation for future rulers when they encounter the barbarian peoples spoken of in the Book of Songs - would this not be beautiful indeed?
That the state possesses the governance of culture follows the Nine
