申上覚
燈油之義手草手絞之御速従事
御公制有之趣今度右御趣意御触被仰付御国用
弁利成候様被仰出候に付菜種綿実取扱向油稼
市郷融通弁利之義御ケ條を以御尋被遊一応
御答申上候所綿実一條之義再応勘考仕存寄
可申上旨被仰渡奉畏候
一燈油市中油稼不足仕是迄郷分油屋ゟ売渡懸も
御坐候に付綿実水車絞之義
御公制手草手絞之節上方表へ差送り候綿実貫数
約束仕御国方御弁利を考武市増助末條清蔵
佐那河内村に而相用候水車指止め罷在右道具
家構等其侭有之御国産綿実水車壱ケ所稼程
ならては無之旁水車絞之義は佐那河内壱ケ所に御限被遊
尤綿実寄方之義は町家商事に引合候に付御国中
小集仕者共市中へ積送り相束ね右水車へ指向候様
尤市郷分絞之義は市中問屋ゟ綿実買請候得共者
勝手次第に稼被仰付郷分煩布義無之哉否申上候様

Regarding the handling of rapeseed and cotton seeds for oil operations and the convenience of commercial circulation between urban and rural areas, inquiries were made through articles, and we responded once.
Regarding the matter of cotton seeds, we have been ordered to reconsider and submit our thoughts, which we humbly acknowledge.
Item 1: Oil operations in the city are insufficient, and there have been sales arrangements from rural oil merchants up to now. Regarding cotton seed water-wheel pressing:
During the public regulation of hand-cultivation and hand-pressing, the amount of cotton seeds sent to the Kamigata region was contracted.
Considering the convenience for our domain, Takeichi Masuke and Suejō Seizō had stopped using the water wheel they employed in Sanagōchi village, and the equipment, building structures, etc. remain as they were. There would be enough for about one water-wheel operation using cotton seeds produced in our domain. Therefore, water-wheel pressing should be limited to one location in Sanagōchi.
Regarding the collection of cotton seeds, since it relates to townhouse commerce, small collectors throughout the domain should transport them to the city, bundle them together, and direct them to the aforementioned water wheel.
Regarding pressing in urban and rural areas, even if urban wholesalers purchase cotton seeds, we have been ordered to report whether there would be no troublesome issues in rural areas if operations were permitted at their discretion, which we humbly acknowledge.
