綿実一條者市中へ引付候者農家に害御坐候

御見放被遊御国産穀類と被思召上弁利之場所
水車相用売買仕絞方被仰付候はゝ右申上候定に而
肥に用候様之費も不仕悉売出油出来高も相増
自然油に而市中江持出相商候様にも相運畢竟
市郷御健にも罷成可申哉に奉存候
右條々私共申合無指扣奉入御聴候第一御国用之費
既に小民之御救助にも罷成候義故厚御讃談被 仰付

綿実一条は市中へ引き付け候者は農家に害が御座候
故に、
御見放し遊ばされ、御国産穀類とお思し召し上げ、便利の場所に
水車を相用い売買仕り、絞り方を仰せ付けられ候わば、右申し上げ候定めにて
肥に用い候様の費も仕らず、悉く売り出し、油出来高も相増し、
自然油にて市中江持ち出し相商い候様にも相運び、畢竟
市郷御健やかにも罷成り可申哉と存じ奉り候。
右条々私共申し合わせ、指し控えることなく御聴に入れ奉り候。第一御国用の費、
既に小民の御救助にも罷成り候義故、厚く御讃談を

Regarding the cotton seed matter, if it is drawn into the city markets, it would harm the farming households. Therefore, if you would grant permission and, considering it as domain-produced grain, order the use of water mills at convenient locations for buying, selling, and pressing, then according to what we have stated above, without incurring costs for use as fertilizer, everything would be sold out, oil production would increase, and naturally oil could be brought to the city markets for trade. Ultimately, this would lead to the prosperity of both urban and rural areas.
We have consulted together on these various matters and respectfully submit them to your attention without reservation. First and foremost, regarding domain expenses, since this would already serve as relief for the common people, we humbly request that you grant us thorough deliberation on this matter.
