一水車之義先壱つ為相立右油市中而已へ売捌郷分売
御差留被仰付御趣に御坐候処右御ケ條市中油不健之
御見込を以水車壱ケ所にして市中而已へ売捌候様
御限被遊候御義と奉恐察候然所
御公制御究に付先達而一応御国内江入津之実綿
御積も相立其砌五拾万計も綿実可有御坐哉之御様子
是以大綱迄之儀と奉存候得共近年北方筋におゐて
織始候神代長機に相用糸綿凡壱ケ年拾万〆程も
取扱右機に相用候島の儀者何れ商仕に而実綿
繰出引糸に相仕立申儀に而右実凡弐拾万貫計も
七八ケ年已来相増居申哉に相聞申候併右糸引出候
内には阿波毛綿と相唱以前ゟ白毛綿織出候へは長機に
相用候糸而已四五百白毛綿之方少相成可申哉
然といへとも右実半数に見十万〆目相増可申
見込に付何れ五拾万貫之所者可有御坐水車
壱ケ所に而者壱ケ年分拾弐万貫計相絞候義と相聞申候
端々人力に而相絞候分者聊に而大綱半数も過積出
可申外無之左候而は返而絞草無数御国柄無益に奉存候

一、水車の義、先ず一つを相立て、右油を市中のみへ売り捌き、郷分売りは
御差し留め仰せ付けられる御趣意に御座候処、右御ヶ条は市中油不健やかとの
御見込みを以て、水車一ヶ所にして市中のみへ売り捌き候様
御限り遊ばされる御義と恐れながら察し奉り候。然る所、
御公制御究めに付き、先達て一応御国内江入津の実綿
御積もり相立て、その砌五十万計りも綿実有り御座るべき哉の御様子、
是れ以て大綱までの義と存じ奉り候得ども、近年北方筋において
織り始め候神代長機に相用い、糸綿凡そ一ヶ年十万〆程も
取り扱い、右機に相用い候島の義は何れも商い仕るにて実綿を
繰り出し引き糸に相仕立て申す義にて、右実凡そ二十万貫計りも
七八ヶ年已来相増し居り申す哉に相聞き申し候。併せて右糸引き出し候
内には阿波毛綿と相唱え、以前より白毛綿織り出し候えば、長機に
相用い候糸のみ四五百、白毛綿の方少なく相成り可申哉。

One matter regarding water mills: First, one [mill] shall be established, and the oil from it shall be sold only within the city markets, with sales in rural areas being prohibited according to your instructions. We respectfully surmise that these regulations are based on your assessment that the urban oil [market] is unhealthy, and thus you have limited [operations] to one water mill location for sales only within the city. However,
Regarding the establishment of public regulations, we previously made a rough estimate of raw cotton entering the domain, and at that time it appeared there might be approximately 500,000 [kan] of cotton seeds. While we believe this to be a rough estimate, in recent years in the northern districts, cotton thread of about 100,000 bundles per year has been processed using the newly introduced long looms called "Jindai long machines." For the cotton fabric used in these machines, raw cotton is ginned and spun into thread for commercial purposes, and we hear that this raw [cotton] has increased by approximately 200,000 kan over the past seven to eight years. Additionally, among the thread being produced, there is what is called "Awa cotton," and since white cotton fabric has been woven from before, only the thread used for long looms [amounts to] four to five hundred [units], so white cotton may become less [available].
Nevertheless, considering half of this raw [cotton], we estimate an increase of 100,000 bundles, so there should indeed be 500,000 kan in total. We hear that one water mill location can press approximately 120,000 kan per year. The amount pressed by human power in various small locations is minimal, and there is no way [even] half of the large amount could be processed. In such circumstances, conversely, countless cotton seeds [would go to waste], which we believe would be unprofitable for the domain.
