公儀絞油屋共絞草買口絞油売捌方等之儀
主法草被仰付御ケ条を以被仰渡候条御當国江
相當候分触渡候条可奉承知候
一大坂油問屋共油買口之儀は摂津之国之内
灘目を除大坂堺摂津河内和泉水車人力
絞油屋共賣出候分幷北陸道山陰道山陽道
南海道西海道筋ニ而山陰道之内丹波之国
西海道之内播磨之国を除其余国々日用残り油
相廻り候分可買受候且大坂油問屋共油買口之義は
大坂江戸に限り相捌候義と可相心得候尤大坂者
油仲買之者へ賣渡江戸表之儀者此度灵岸嶋江
油寄せ所相立候条同所へ向指送り油問屋幷問屋並
仕入方之者へ可賣渡候且摂津河内和泉国用【二字見消】
播磨其外国々にも一国限り絞油いたし国用
相弁候筈に付燈油色油は大坂問屋共ゟ賣渡に不及
候得共燈油不足致候歟色油之類製法難出来国も
有之注文申致候分江者賣渡候
一北陸道山陰道山陽道南海道西海道筋国々に而

この度公儀より
搾油屋どもの搾り草買い入れ口、搾油売りさばき方などの件について
主法草を仰せ付けられ、御箇条をもって仰せ渡され候条、御当国へ
相当する分について触れ渡し候条、承知いたすべく候
一、大坂油問屋どもの油買い入れ口の件は、摂津国のうち
灘目を除き、大坂・堺・摂津・河内・和泉の水車・人力
搾油屋どもが売り出し候分、並びに北陸道・山陰道・山陽道・
南海道・西海道筋において、山陰道のうち丹波国、
西海道のうち播磨国を除き、その余の国々の日用残り油が
回り候分を買い受けるべく候。かつ大坂油問屋どもの油買い入れ口の件は、
大坂・江戸に限り相さばき候こととして心得るべく候。もっとも大坂は
油仲買の者へ売り渡し、江戸表の件はこの度霊岸島へ
油寄せ所を設立候条、同所へ向け指し送り、油問屋並びに問屋並
仕入方の者へ売り渡すべく候。かつ摂津・河内・和泉国用【二字見消】
播磨その外の国々にも一国限り搾油いたし国用を
相弁候はずに付き、灯油・色油は大坂問屋どもより売り渡しに及ばず
候えども、灯油不足いたし候か、色油の類の製法が出来難い国も
これ有り、注文申しいたし候分へは売り渡し候

At this time, from the government authorities,
regarding matters such as oil pressers' purchasing of oil seeds and the selling and distribution methods of pressed oils,
the main regulations have been ordered, and communicated through official articles. Therefore, the portions applicable to your province
have been circulated through official notices, which you should acknowledge.
Article 1: Regarding the oil purchasing operations of Osaka oil wholesalers, within Settsu Province,
excluding the Nada area, for oils sold by water-powered and manually-operated
oil pressing establishments in Osaka, Sakai, Settsu, Kawachi, and Izumi, as well as along the Hokuriku-dō, San'in-dō, San'yō-dō,
Nankai-dō, and Saikai-dō routes, excluding Tamba Province within the San'in-dō route and
Harima Province within the Saikai-dō route, they may purchase surplus oils for daily use
that circulate from the remaining provinces. Furthermore, regarding the oil purchasing operations of Osaka oil wholesalers,
they should understand that distribution is limited to Osaka and Edo. Particularly, in Osaka,
oils are to be sold to oil intermediary merchants, and regarding Edo, since an
oil collection center has been established at Reiganjima this time, oils should be sent there
and sold to oil wholesalers and wholesale-class purchasing agents. Moreover, for domestic use in Settsu, Kawachi, Izumi provinces【two characters crossed out】
and Harima and other provinces, since they are supposed to press oils within each province to meet domestic needs,
lamp oil and colored oils need not be sold by Osaka wholesalers,
however, there are also provinces where lamp oil is insufficient or where the production methods for colored oils are difficult,
so oils may be sold to those who place orders.
