造候菜種綿実とも大坂へ相廻し賣拂同所に而
絞候を国々江買受国用相弁候而は二重之費相懸り候上
田畠之養ひに用候油絞粕も自由ならす彼是不弁利
之趣相聞へ候に付向後右国々日用之油絞方幷絞草
賣捌方之儀左之通可相心得候
一此度堺兵庫両所におゐて新規に両種物問屋
取建国々ゟ相廻候菜種綿実とも右両所両種物
問屋幷大坂両種物問屋共一同江引受申付候条
国々に而其旨相心得右三ケ所之内へ相廻其所之
両種物問屋共へ可賣渡候
一大坂諸荷物問屋共是迄油絞草買受来候所
右買受之義は勿論外商売取引物代として
絞草引受候儀も以来指留申付候尤堺兵庫
諸荷物問屋共も同様申付候条国々荷主共其旨
可存候且絞草賣買融通之ため大坂堺兵庫
両種物問屋共ゟ仕入前銀等指出候儀は相對次第
取計右に事寄せ利付之銀子貸借候義者堅
致間布候
但大坂堺幷摂津河内和泉播磨水車人力

作られる菜種・綿実ともに大坂へ回送して売り払い、同所で
搾ったものを諸国へ買い受けて国用を賄うのでは二重の費用がかかる上、
田畑の肥料に用いる油搾り粕も自由にならず、あれこれと不便利な
趣が聞こえてきたため、今後右の諸国の日用の油搾り方並びに搾り草
売りさばき方の件について、左の通り心得るべきである。
一、この度堺・兵庫両所において新規に両種物問屋を
取り建て、諸国より回送される菜種・綿実ともに、右両所の両種物
問屋並びに大坂両種物問屋ども一同へ引き受け申し付けた条、
諸国においてその旨を心得、右三ヶ所のうちへ回送し、その所の
両種物問屋どもへ売り渡すべきである。
一、大坂諸荷物問屋どもは、これまで油搾り草を買い受けてきたところ、
右の買い受けの件はもちろん、他の商売取引物代として
搾り草を引き受けることも今後差し止め申し付けた。もっとも堺・兵庫の
諸荷物問屋どもも同様に申し付けた条、諸国の荷主どもはその旨を
承知すべきである。かつ搾り草売買融通のため、大坂・堺・兵庫の
両種物問屋どもより仕入れ前銀などを差し出すことは相対次第で
取り計らい、右に事寄せて利付きの銀子を貸借することは堅く
禁止する。

Therefore, regarding the oil pressing methods and the selling and distribution of oil seeds for daily use in the aforementioned provinces, the following should be understood:
Article 1: At this time, new seed commodity wholesalers have been newly established in both Sakai and Hyogo. Rapeseed and cotton seeds sent from various provinces shall be received collectively by the seed commodity wholesalers at these two locations as well as the Osaka seed commodity wholesalers. The provinces should understand this arrangement and send their products to one of these three locations to sell to the respective seed commodity wholesalers.
Article 1: Whereas Osaka general cargo wholesalers have been purchasing oil seeds up to now, not only such purchasing but also accepting oil seeds as payment for other commercial transactions is henceforth prohibited. The same prohibition applies to general cargo wholesalers in Sakai and Hyogo, so cargo owners from various provinces should be aware of this. Furthermore, while seed commodity wholesalers in Osaka, Sakai, and Hyogo may provide advance silver payments to facilitate oil seed transactions at their discretion, borrowing and lending of interest-bearing silver under this pretext is strictly prohibited.
