一郷分に而出来油成丈市中江売出候様相心得候事
一市郷出来油に而御国内行足り不申所者上方油兼而
従
公儀御触来候通大坂内本町橋詰丁油問屋江
注文申出市中へ買下融通仕尤富岡四軒屋町江
買下候分者卸売差留候事
一綿実菜種之義市中取遣相対勝手次第尤直段等
正露売買仕候様可申付候事
但綿実之義者郷分に小寄所相立置尤売買方
之儀者下々便利次第且於市郷相場相建仕候者
申付置正路に取計候様申付候事
一綿実菜種幷燈油共他国積出差留綿実搗
碎候侭田畠之肥に相用候義仕間布綿実者売捌
油粕相調肥に相用候様
但油幷絞草積出取究として市中富岡
四軒屋より目代相廻万一抜積於有之は荷物
召上荷主船頭共咎申付候事
一御国内に相用候油絞草之余分有之節は市中富岡
四軒屋ゟ御定之兵庫灘目大坂等へ積送売払
可申事
現代語訳
一、郷分において出来た油は成るだけ市中へ売り出すよう心得ること。
一、市郷で出来た油では国内の需要に足りない所は、上方油を兼ねて幕府より御触れが来ている通り、大坂内本町橋詰町の油問屋へ注文を申し出て市中へ買い下げて融通すること。もっとも富岡四軒屋町へ買い下げた分は卸売を差し留めること。
一、綿実・菜種の件は市中で取り扱い、相対で勝手次第とし、もっとも値段等は正路で売買するよう申し付けること。
但し、綿実の件は郷分に小寄所を相立てて置き、もっとも売買方の件は下々の便利次第かつ市郷において相場を相建てする者を申し付けて置き、正路に取り計らうよう申し付けること。
一、綿実・菜種並びに燈油共に他国への積み出しを差し留め、綿実は搗き砕いたまま田畠の肥やしに相用いることは差し支えないが、綿実は売り捌いて油粕を相調え肥やしに相用いるよう。
但し、油並びに絞り草の積み出し取り調べとして、市中富岡四軒屋より目代を相廻らせ、万一抜け積みが有る場合は荷物を召し上げ、荷主・船頭共に咎めを申し付けること。
一、国内に相用いる油・絞り草の余分が有る節は、市中富岡四軒屋より御定めの兵庫・灘目・大坂等へ積み送り売り払うべきこと。

Where oil produced in market towns and rural areas is insufficient to meet domestic demand, Kamigata oil shall be procured concurrently, and as per the shogunate's official notification, orders shall be placed with oil wholesalers in Osaka's Uchihonmachi-hashizume district for purchase and distribution to urban markets. However, oil purchased for Tomioka Shikken'ya-machi shall have wholesale sales suspended.
1. Regarding cotton seeds and rapeseed, these shall be handled in urban markets through direct negotiation at the discretion of the parties involved, with prices and other matters to be conducted through legitimate trade as ordered.
However, concerning cotton seeds, small collection points shall be established in rural areas, and regarding sales methods, this shall be according to the convenience of the common people, and those who establish market prices in market towns shall be appointed to ensure legitimate handling as ordered.
1. The export of cotton seeds, rapeseed, and lamp oil to other domains is prohibited. While crushed cotton seeds may be used directly as fertilizer for rice fields and dry fields, cotton seeds should be sold to produce oil cake for use as fertilizer.
However, as an investigation measure for oil and oil cake exports, inspectors shall be dispatched from Tomioka Shikken'ya in urban markets, and should any smuggling occur, the cargo shall be confiscated and both cargo owners and ship captains shall be punished.
1. When there is surplus oil and oil cake beyond what is needed domestically, it shall be shipped and sold from Tomioka Shikken'ya in urban markets to designated locations such as Hyogo, Nada area, Osaka, etc.
