色油之類製法難出来国も有之候はゝ向後大坂 油問屋共へ注文申遣可買受候 一菜種綿実之外油に絞候草木之実是迄大坂へ 廻来候品は以来大坂堺兵庫両種物問屋へ可売渡候 尤胡麻粕之類は食用にも相成候品に付両種物 問屋に不限右之品類取扱候者へも勝手次第可売渡候 尤国用として絞り候分余計も有之候はゝ是又大坂油 問屋へ可売渡候右之通絞草売買手広に申付 且国用之油絞り方も指免候上は国々において弥絞り草 作り増是迄大坂へ廻来候見合ゟも此後之廻り商 相増候様出情いたし大坂堺兵庫三ケ所之内へ指送り 可令売買候近年大坂表出油相減し直段高直に付 引下方之ため同所幷摂津河内和泉絞油屋大坂 油問屋同所両種物問屋其外油者商売に携候者 共是迄 公義江納来り候冥加運上銀等都而此度免除 被仰付取締之筋厳重に申渡候条是等之儀 得と相心得一分之利益に不相拘国々一同之融通へ 基き絞草其年之出来高に随ひ相当の直段を以

色油の類の製法が困難な国もあれば、今後大坂の 油問屋どもへ注文を申し遣わし買い受けるべきである。 一、菜種・綿実以外で油に搾る草木の実で、これまで大坂へ 回送してきた品は、今後大坂・堺・兵庫の両種物問屋へ売り渡すべきである。 もっとも胡麻粕の類は食用にもなる品につき、両種物 問屋に限らず、右の品類を取り扱う者へも勝手次第に売り渡してよい。 もっとも国用として搾った分で余計もあれば、これまた大坂の油 問屋へ売り渡すべきである。右の通り搾り草売買を手広く申し付け、 かつ国用の油搾り方も許可した上は、諸国において益々搾り草を 作り増やし、これまで大坂へ回送してきた見合いよりも、この後の回り商いが 増加するよう努力し、大坂・堺・兵庫三ヶ所のうちへ指し送り、 売買させるべきである。近年大坂表の出油が相減し、値段が高値につき、 引き下げ方のため、同所並びに摂津・河内・和泉の搾油屋・大坂の 油問屋・同所の両種物問屋、その外油商売に携わる者 どもが、これまで 公儀へ納めてきた冥加・運上銀等をすべてこの度免除 仰せ付けられ、取締りの筋を厳重に申し渡す条、これらの儀を よく心得、一分の利益にかかわらず、諸国一同の融通へ 基づき、搾り草をその年の出来高に随い、相当の値段をもって

If there are provinces where the production methods for various colored oils are difficult to implement, they may henceforth send orders to the oil wholesalers in Osaka for purchase. Article 1: Regarding seeds of plants and trees other than rapeseed and cotton seeds that are pressed for oil, products that have been sent to Osaka until now should henceforth be sold to the seed dealers (ryōshutsu-mono-donya) in Osaka, Sakai, and Hyogo. Particularly, items like sesame cake can also serve as food, so they may be sold at will not only to seed dealers but also to anyone who handles such products. If there is surplus from what is pressed for domestic use, this should also be sold to the oil wholesalers in Osaka. Having thus broadly mandated the buying and selling of oil seeds, and having permitted oil pressing for domestic use in the provinces, the provinces should increasingly expand the cultivation of oil seeds, striving to increase trade circulation beyond the previous levels of shipments to Osaka, and conduct sales by sending goods to any of the three locations: Osaka, Sakai, or Hyogo. In recent years, oil production in Osaka has decreased and prices have become high, so in order to bring them down, oil pressers in Osaka and the provinces of Settsu, Kawachi, and Izumi, oil wholesalers in Osaka, seed dealers there, and others engaged in the oil trade, who have until now been paying myōga tribute and transportation taxes to the government, are hereby exempted from all such payments.
