中へ申達候は只今に而は以前之通隔年之御在国に相成候儀に御座候間諸向御引立之儀も隔年に有之候様仕度且又春
暮御引立之儀御留守年に江戸表へ御伺に相成候と申事は長々御滞府相続候御振合にて近年は極月十六日正月十六日
に少々之御引立有之をも江戸表へ御伺に相成候得共元来春暮御引立之儀御留守年には無之筈に候間当年之儀は至而
無拠分は評定納以前に少々つゝ御引立被仰付極月十六日には御祝儀迄に荒子■之御引立少斗御取扱有之江戸表へは御
伺相止候様仕度と申達候処御家老中御同意に而其通りに相成猶又同役ゟも内状を以江戸同役千本藤左衛門迄右之趣申遣候事
尤御在国年春暮御引立之儀は是迄之通軽き者迄御伺に可相成事右之趣に付十二月十一日於評定所左之通書付を以
月番横田作太夫ゟ御御用人始御奉行其外支配〳〵有之方へ演達いたし候事
御留守年諸向御引立之儀面々自分口上書を以相願候儀は不相成無拠訳合も有之候節は支配頭ゟ歎達之

年の区別なく年中御引立願を諸方面から頻繁に差し出すようになり、古来の法が混乱したため、弘化四年未年十二月に同役で評議の上、御家老中へ申し達したのは、「現在では以前の通り隔年の御在国になっておりますので、諸方面の御引立ての儀も隔年にあるようにしたく、また春暮の御引立ての儀で御留守年に江戸表へお伺いするということは、長々と御滞府が続いた振り合いで、近年は12月16日・正月16日に少々の御引立てがあっても江戸表へお伺いしていますが、元来春暮の御引立ての儀は御留守年にはない筈ですので、当年の儀は至急やむを得ない分は評定納以前に少々ずつ御引立てをお仰せ付けになり、12月16日にはお祝儀程度に荒子[■]の御引立て少しばかりをお取り扱いになり、江戸表へのお伺いは止めるようにしたい」と申し達したところ、御家老中もご同意でその通りになり、なお又同役からも内状をもって江戸の同役千本藤左衛門まで右の趣旨を申し遣わしたこと。
もっとも御在国年の春暮御引立ての儀は、これまでの通り軽い者までお伺いすべきこと。右の趣旨により、十二月十一日に評定所において左の通り書付をもって、月番横田作太夫から御用人をはじめ御奉行その外支配々のある方へ触れ達したこと。
「御留守年の諸方面御引立ての儀で、面々が自分の口上書をもって相願う儀は相成らない。やむを得ない訳合もある節は、支配頭からの歎達の儀は格別のこと。ただし江戸表も同様のこと。

Since promotion requests from various quarters came to be submitted frequently throughout the year without regard to the proper timing, disrupting ancient practices, in the 12th month of Kōka 4 (1847), after deliberation among colleagues, the following was reported to the Senior Councilors: "At present, we have returned to the former practice of the lord residing in the domain every other year, so we would like promotions from various quarters to also occur every other year. Furthermore, regarding spring and autumn promotions during the lord's absence requiring inquiries to Edo, this was a practice that developed during the prolonged continuous residence in Edo, and in recent years even minor promotions on December 16th and January 16th required inquiries to Edo. However, originally spring and autumn promotions were not supposed to occur during the lord's absence. Therefore, for this year, only urgent and unavoidable cases should be handled with minor promotions before the conclusion of deliberations, and on December 16th only ceremonial promotions of low-ranking samurai should be handled minimally, ceasing inquiries to Edo." The Senior Councilors agreed, and this was implemented. Furthermore, colleagues also sent a private letter to Senmoto Tōzaemon, their counterpart in Edo, explaining this policy.
However, regarding spring and autumn promotions during years when the lord resides in the domain, inquiries should continue to be made for even minor cases as before. Based on this policy, on December 11th, at the Council Chamber, Monthly Duty Officer Yokota Sakudayū issued the following written directive to the chamberlains, magistrates, and other supervising officials:
"During the lord's absence, individual requests for promotions submitted through personal written petitions are not acceptable. When there are unavoidable circumstances, petitions through department heads are exceptional matters. The same applies to Edo.
