養父が生存していた時の孝行の件および
行状等が良好であったと聞いており、感心な
ことであるので褒め称えるよう取り計らうべきである

けれども、格別の理由により身分相応の
場所へ書き上げるよう

Hirayama Eijirō
Regarding his filial devotion during his adoptive father's lifetime and
his conduct having been exemplary as we have heard, this is
admirable, and he should be commended accordingly.
The above is hereby communicated.

Memorandum
Although Hirayama Eijirō is a person of haori-kaku rank,
for special reasons, he should be recorded in a position
befitting higher status.
This matter should be handled accordingly.
