現代語訳
を用いず、毒にも薬にもならない無益な緩やかな薬を与えて長期間服用させ、もし熱があれば熱を下げ、腹を痛めればその痛みを治し、傷があれば膏薬を与え、また阿片丸を用いて一時的な苦痛を和らげ、ただ枝葉のみを刈り取って根本を治さないので、いつまでも全治する時期がない。例えば下疳には塗り薬、洗浄薬、膏薬などを用いて一旦そこは治るが、また変化して便毒となり、便毒を治せば骨痛となり、骨痛を治せば楊梅瘡となり、楊梅瘡を治せば瘰癧となり、このように種々に変化して後には頭面、手足、胸背、腰腹などに凝結し、そこが腫れて痛み、あるいは腐爛、欠落、廃疾に及ぶ。これはいわゆる二葉を切らずして斧を用いるに至るということである。その根本を言えば、病人が意志薄弱で身勝手なことを言うのと、不誠実な悪徳医師が適当な薬方を用いず、ただ枝葉の病を治して病者の心を慰め、無益な薬を長期間服用させて薬代を貪ることによるものである。このような悪徳医師は大阪などには特に多い。また一種の盲医なる者があって、軽粉・水銀（硫黄、ドロシス、カルメラ等は軽粉・水銀から出したものである）、薫剤等の用い方を知らず、右の内一二方を聞き取り、みだりに日限を決め、仕切薬と称してこれを与え、人を誤ることが多いため、いよいよ世上の迷いを増す。そもそも軽粉・水銀等は酷烈なものなので、みだりにこれを用いる時は害をなすことが少なくない。昔、長桑君が禁方を扁鵲に許した、この禁方とは、おそらく軽粉・水銀等の劇薬の方であろう。加減の法を知らずしてみだりに用いる時は害をなすため、これを禁じて軽々しく人に許さないので禁方というと、ある一大医が語った。それならば軽粉・水銀等は加減の法を知らなければ用いるべきものではない。

...do not use [effective medicines], but instead give harmless mild medicines that are neither poison nor medicine, making patients take them for long periods. If there is fever, they lower the fever; if the abdomen hurts, they treat that pain; if there are sores, they give plasters, or use opium pills to relieve temporary suffering. They only trim the branches and leaves without treating the root, so there is never a time of complete recovery. For example, with chancres, they use topical medicines, wash solutions, plasters, etc., and that area heals temporarily, but then it transforms into paraphimosis, and when paraphimosis is treated it becomes bone pain, when bone pain is treated it becomes syphilitic eruptions, when syphilitic eruptions are treated it becomes scrofula. Thus it transforms in various ways, and later it coagulates in the head, face, hands, feet, chest, back, waist, abdomen, etc., causing swelling and pain there, or leading to putrefaction, loss of parts, and permanent disability. This is what is meant by "reaching the point of using an axe without cutting the two leaves." Speaking of its root cause, it comes from patients being weak-willed and selfish, and dishonest quack doctors not using appropriate prescriptions, but only treating superficial symptoms to comfort patients' hearts, making them take useless medicines for long periods to greedily collect medicine fees. Such quack doctors are particularly numerous in places like Osaka. There is also a type of blind doctor who does not know how to use mercury, quicksilver (sulfur, drosis, calomel, etc. are derived from mercury and quicksilver), fumigation medicines, etc., and having heard of only one or two of these methods, arbitrarily sets time limits, calls them "regulated medicines" and gives them, often misleading people, thus increasingly adding to worldly confusion. Now, mercury, quicksilver, etc. are harsh substances, so when used carelessly, the harm they cause is not insignificant. Long ago, Lord Changsang permitted forbidden prescriptions to Bian Que. These forbidden prescriptions were probably prescriptions for drastic medicines like mercury and quicksilver. Because they cause harm when used carelessly without knowing the methods of adjustment, they are forbidden and not lightly permitted to people, hence called "forbidden prescriptions," as one great physician explained. Therefore, mercury, quicksilver, etc. should not be used unless one knows the methods of proper adjustment.
