Second Volume Preface
On September 2nd of Kyōwa 1 (1801), one foreign ship drifted ashore off Kurose in Hizen Province. There were nine passengers aboard, who said: "Originally there were forty-four people who weighed anchor at Timor and headed for Celebes, but we encountered a storm at sea, and deaths reached nearly everyone, leaving us in this current state." The Hirado domain took charge of the matter, escorted them to the vicinity of Iōjima (Sulfur Island), returned the confiscated goods and weapons, provided firewood and water, released them, urged their return voyage, and only then lifted the coastal guard. But who were these castaways? They had long suffered from hunger and thirst, were emaciated with protruding bones, unable to rise by themselves, and more than half were women and children. The circumstances should be understood. Yet we responded to this with small patrol boats and whaling ships
