現代語訳

五寸以上の鯉・鮒五十隻を用いられる。三牲並びに魚はいずれも六衛府よりこれを進める。 またその日が国忌・祈年祭・日食の変にあたれば次の丁日を用いる。諒闇の年には遺詔により吉服に従う類も祭りを停止するのである。 ○続日本紀に「大宝三年七月甲午、正五位上上毛野朝臣男足を下総守とする」《大宝三年より和銅元年に至り在任六年なり。これ本州任守の初めなり。これより先にも国司のことは見えるけれど《清寧紀に「播磨国司伊与部小楯を遣わし供物を求める」とある》臨時の宰官である。後来守・介・掾・目ともに通して国司と称す》 ○類聚三代格五《五十三左》に「太政官謹んで奏す。諸国の守・介、四年を歴とする事。 右謹んで選叙令を検するに、初位以上の長上官の遷代は皆六考を以て限りとする。慶雲三年二月十六日に改めて四年に定む。大同二年十月十九日に更に令文に拠る。弘仁六年七月十七日に慶雲格に復す。天長元年八月二十日、介以上は別に六年の秩に処せしむ。それ吏は民の帰するところ、民は吏の本づくところである。近年良吏の風は稀であり、窮民の憂いの止まないことを聞く。臣等は思うに、善人も三年でなお残に勝つべく、四凶も九載では功を復し致すことは難しい。然らば則ち治の

英語訳

Carp and crucian carp of five sun or larger, fifty in total, are used. The three sacrificial animals and fish are all provided by the Six Guard Offices. Also, if that day coincides with national taboo days, harvest prayer festivals, or solar eclipse phenomena, the next ding day is used. In years of mourning, according to the imperial edict regarding following auspicious dress, such ceremonies are also suspended. ○ In the Shoku Nihongi: "Daiho 3rd year, 7th month, day Kōgo, Shōgoi-jō Kamitsuke-no-asomi Otarashi was appointed Governor of Shimōsa." 《From Daiho 3rd year to Wadō 1st year, he served for six years. This was the beginning of appointed governors for this province. Although provincial governors are mentioned before this time《The Seinei Chronicles record "dispatched Harima provincial governor Iyobe-no-Kodate to seek offerings"》they were temporary administrative officials. Later, governors, vice-governors, secretaries, and clerks were all collectively called provincial governors》 ○ In Ruijū Sandai-kyaku, Volume 5《page 53 left》: "The Great Council of State respectfully reports: The matter of provincial governors and vice-governors serving four-year terms. We have respectfully examined the Selection and Appointment Code, whereby all transitions of senior officials of Initial Rank and above are limited to six evaluations. This was changed and established as four years on Keiun 3rd year, 2nd month, 16th day. On Daidō 2nd year, 10th month, 19th day, it reverted to the code text. On Kōnin 6th year, 7th month, 17th day, it returned to the Keiun regulation. On Tenchō 1st year, 8th month, 20th day, vice-governors and above were separately assigned to six-year positions. Officials are what the people depend upon; people are what officials are based upon. In recent years, the character of good officials has been rare, and we hear that the suffering of impoverished people does not cease. We ministers believe that even good people can overcome corruption in three years, but even with four villains, it is difficult to restore achievement in nine years. Therefore, regarding governance
