能力の良し悪しは年数の遠近や時代の清濁によるものではなく、賢将と不肖の者を伏して望むのは国司の歴任が慶雲に循って、一律に四年を用いることである。承和二年七月三日
○濫觴抄によると、国司の任期は同六年乙未（弘仁六年）に諸国司を定め、四年を任期とした。諸国の介について、仁明三年乙卯（承和二年）七月三日の勅により、諸国の守・介は四年を限りとする。ただし陸奥・出羽・大宰府等は千里の彼方にあり、往来が煩わしく多いため、改めて定めることはできない。

The competence or incompetence [of officials] is not determined by the length of years or the purity or corruption of the era, but what wise generals and incompetent ones alike humbly hope for is that the successive appointments of provincial governors follow the Keiun era precedent, uniformly using a four-year term. Second year of Jōwa, seventh month, third day.
○According to the Ranshō-shō, regarding the term limits of provincial governors, in the sixth year hinoto-hitsuji (sixth year of Kōnin), the various provincial governors were established with four-year terms as their limit. For assistant governors of the provinces, by imperial edict of the third year kinoto-u (second year of Jōwa), seventh month, third day, governors and assistant governors of all provinces shall have a four-year limit. However, Mutsu, Dewa, Dazaifu and other [provinces] are distant, being a thousand ri away, and coming and going is troublesome and frequent, so they cannot be newly regulated.
