現代語訳
勝王経を毎月半ばに至るごとに誦し、戒と羯磨を行う。毎月六斎日には公私ともに漁猟殺生を得てはならない。国司等は宜しく恒に検校を加えるべし。《割書:△四天王とは多聞天王・持国天王・増長天王・広目天王なり。持国は地名に残れり。その余の三所は何方なりや、今知るべからず》十七年九月甲戌、京師及び諸国に大般若経合わせて一百部を写させ、また薬師像七躯を造る。高さ六尺三寸、並びに経七巻を写す。
天平勝宝元年秋七月乙巳、諸寺の墾田地を定む。諸国分金光明寺は寺別一千町、諸国の法華寺は別に四百町。
天平宝字二年秋七月戊戌、勅す。国別に金剛般若経三十巻を奉写し、尼寺十巻、恒例金光明最勝王経並びに転読せしむ。《割書:△今昔物語二十六に「今昔、薬師寺《割書:大和国》の最勝会を行わんために弁源某という人下りて七日終わりて京に》《割書:帰り登るに《割書:云々》と見えたり。当時の様子思いやられたり》
また《割書:巻二十二》太后仁慈の志、救物にあり。東大寺及び天下国分寺を創建するは、本と太后の勤むる所なり。

英語訳
The Shōō-kyō (Golden Light Sutra) shall be recited every mid-month, and precepts and karmavacana shall be performed. On the six fast days of each month, both public and private fishing, hunting, and killing of living beings shall not be permitted. Provincial governors and others should constantly add inspection and supervision. 《Marginal note: △The Four Heavenly Kings are: Tamonten (Vaiśravaṇa), Jikokutenno (Dhṛtarāṣṭra), Zōchōten (Virūḍhaka), and Kōmokutenno (Virūpākṣa). Jikoku remains in place names. Where the other three places are, we cannot know today.》 In the seventeenth year, ninth month, on the day Kōjutsu, the capital and all provinces were ordered to copy a total of one hundred sets of the Mahāprajñāpāramitā Sūtra, and also to create seven Yakushi Buddha statues, each six shaku and three sun in height, along with copying seven volumes of sutras.
In the first year of Tenpyō-shōhō, autumn, seventh month, on the day Kinoto-mi, the cultivated temple lands of various temples were determined. Each provincial Konkōmyō-ji temple was allocated one thousand chō, and each provincial Hokke-ji temple was separately allocated four hundred chō.
In the second year of Tenpyō-hōji, autumn, seventh month, on the day Tsuchinoe-inu, an imperial edict was issued: Each province shall reverently copy thirty volumes of the Vajracchedikā Prajñāpāramitā Sūtra, with nunneries copying ten volumes, and the customary Golden Light Victorious King Sutra shall be recited in turn. 《Marginal note: △In Konjaku Monogatarishū, volume 26: "Long ago, a person named Ben no Gen descended to conduct the Saishō-e ceremony at Yakushi-ji Temple 《in Yamato Province》, and after seven days concluded, returned to the capital"》《Marginal note: "and so forth." The circumstances of that time can be imagined.》
Also 《volume 22》: "The Empress Dowager's benevolent intention lies in saving all beings. The founding of Tōdai-ji Temple and the provincial temples throughout the realm was originally undertaken by the Empress Dowager."
