枕名寄等の書には美作国なりとするは和名類聚抄に美作国 勝田(カツマタ)郡勝
田郷あるによりしならん同書に加都多と訓すれと三代実録貞観二年八
月の条に美作国勝間田郡とあり又遠江国蓁原郡勝田郷あり此段に
は和名抄にも加都萬多と訓す勝田と書て加都万田と訓する事とみゆ

蓮無(はちすなし)然言君之(しかいうきみの)鬚無如之(ひげなきがごと)【注】 左注に「右或る人これを聞きて曰く、新田部親王堵裏に出遊して、勝間田の池を御覧になり、緒の御心の中に感じて、彼の池より還り自ら憐愛を忍びがたく、時に婦人に語りて曰く『今日遊行して勝間田池を見たり。水影涛々、蓮花灼々、憐れむべし。断腸して言うを得べからず』と。乃ち婦人この戯歌を作り、専ら輙く吟詠す」とある。
勝地吐懐編にも《割書:勝地吐懐編標注に云う《割書:蒿蹊》契沖説全袖中抄の意を略して挙げられたものなり。美作下総と云う説も非なるよしが彼抄にあり》「今日遊行して勝間田池を見る」と云い、また「堵裏に出遊して勝間田の池を御見になる」とある。
按ずるに、万葉集に堵の字が数か所にあり、皆都の字に通じている《割書:鈴屋に云う「都堵の音通、万葉に往々あり。古事記に復奏を覆奏、書紀に復命を服命と書ける類ありと云々》。然らば堵裏と云うのは都裏にて、奈良に近い所であろう。「今日遊行」と云うので、余国に出でないことを知るべきである。
奥儀抄・歌枕名寄等の書には美作国なりとするのは、和名類聚抄に美作国勝田郡勝田郷があるによったのであろう。同書には「加都多」と訓するけれど、三代実録貞観二年八月の条に「美作国勝間田郡」とある。また遠江国蓁原郡勝田郷があり、この段には和名抄にも「加都万多」と訓す。勝田と書いて「かつまた」と訓することと見える。

英語訳
"Hachisu nashi / shika iu kimi no / hige naki ga goto" (Without lotus / like you who speak thus / without a beard) [Note] The left annotation states: "It is said that someone heard this and said: 'Prince Niitabe went on an excursion to the capital area and viewed Katsumata Pond. Moved in his heart, upon returning from that pond, unable to contain his affection, he spoke to a court lady saying: Today I went on an excursion and saw Katsumata Pond. The water's reflection was rippling, the lotus flowers brilliant and pitiable. My heart breaks and I cannot express it in words.' Thereupon the court lady composed this playful poem and frequently recited it."
The Katchi Tokai-hen also states {{marginal note: The Katchi Tokai-hen annotation says {{marginal note: Kōkei}} This summarizes the intent of Keichū's theory in Zentai Sōchū-shō. The theories claiming it to be in Mimasaka or Shimōsa provinces are stated to be incorrect in that commentary}} "Today [he] went on an excursion and saw Katsumata Pond" and also "went on an excursion to the capital area and viewed Katsumata Pond."
Upon examination, the character "to" (堵) appears in several places in the Man'yōshū and is consistently read as "tsu" (都) {{marginal note: Suzuya says "The phonetic correspondence between 'to' and 'tsu' appears frequently in the Man'yōshū. There are examples like writing 'fukusō' as 'fukusō' in the Kojiki and 'fukumei' as 'fukumei' in the Nihon Shoki, etc."}}. Therefore, "tori" (堵裏) refers to "tsuri" (都裏), meaning a place near Nara. From the phrase "today's excursion," we can understand that he did not travel to another province.
The fact that books such as Okugi-shō and Utamakura Nayose identify this as Mimasaka Province is probably based on the fact that the Wamyō Ruijū-shō lists Katsuta District and Katsuta Village in Mimasaka Province. Although that same work reads it as "Katsuta," the Sandai Jitsuroku for the eighth month of the second year of Jōgan refers to "Katsumatada District of Mimasaka Province." There is also a Katsuta Village in Haraihara District of Tōtōmi Province, which the Wamyō-shō reads as "Katsumata" in this section. It appears that writing "Katsuta" and reading it as "Katsumata" was the practice.
