今朝賀茂御伝奏坊城大納言殿ゟ召ニ被下
被仰渡候者競馬神事相勤候事賑敷群
集之儀此節如何鋪思召候間相止可然之由被
仰渡候右為御届如此御座候以上

候へ者此節如何敷思召候乍然御奉行所へ
参ケ様之節相勤候例茂有之上相勤不苦
様ニ思召候也相窺御下知次第ニ相勤可申旨被
仰付候右之通ニ御座候故奉窺之候以上

今朝、賀茂御伝奏坊城大納言殿より召し出され、
仰せ渡されたのは、競馬神事を執り行う事は賑やかで群
集する儀式であり、この時節いかがなものかと思し召しになるので、取り止めるのが然るべきである旨を
仰せ渡された。右を御届けのため、このように御座候。以上

右の趣旨により、御所司へも参上し御届け申し上げた。

窺い奉り候口状
昨晩、賀茂御伝奏坊城大納言殿より召し出され、
仰せ渡されたのは、競馬神事の儀、群集し市中にまで
及ぶようであれば、この時節いかがなものかと思し召しになる。しかしながら御奉行所へ
参り、このような時節に執り行った例もある上は、執り行っても差し支えない
ようにと思し召しになる。よって窺いを立て、御下知次第に執り行い申すべき旨を
仰せ付けられた。右の通りに御座候故、窺い奉るのである。以上

This morning, we were summoned by Lord Bōjō, Major Counselor and Kamo court liaison, and
he conveyed that the conducting of the horse racing ritual involves festivities and crowd
gatherings, and His Majesty considers this inappropriate for the current circumstances, so it would be proper to cancel it.
The above is submitted for notification. Above stated.

Due to the above matter, we also attended upon the Palace Administrator to make this notification.

Oral report humbly submitted for inquiry
Last evening, we were summoned by Lord Bōjō, Major Counselor and Kamo court liaison, and
he conveyed that regarding the horse racing ritual, if crowds gather and it extends into the city,
His Majesty considers this inappropriate for the current circumstances. However, since there are precedents of conducting [such rituals] when attending the Magistrate's Office during such circumstances, His Majesty thinks it would be acceptable
to proceed. Therefore, we should make an inquiry and conduct it according to your directive.
This is what was commanded. As it is as stated above, we humbly submit this inquiry. Above stated.
