百姓の造作（負担）にならないように堅く申し付けて、賄いを仕る場合は御定めの通り入用を何の御用で参ったかを文言に載せて手形を百姓に出し、御年貢の内にて下行があるべきこと。奉行・代官であっても私用にて在々へ罷り出る場合は飯米・宿賃をきっと持参すべきこと
一 御代官所中の田畠新開の見立て才覚を仕るべきこと
一 御ためによくない儀を仕ってはならず、御法度に背かないように、上代官・下代共に誓紙を取り付けて奉行所へ差し上げるべきこと
一 御領中へ御用を仰せ付けられた大小事共を早速申し付けるべきで

但し、衆意に応じない御意であるという由を下々にて申す者どもも若しあれば、御ためいかがなことであるから、その々の奉を確かに聞き届けにて、宿老中・奉行所まで一書を以て追って申し上げるべきこと
一 百姓一万石につき郡奉行・御代官衆相談にて、百姓が欠落せず田畠が不作とならないように連判を申し付けるべきこと
一 米をはじめ御年貢物について百姓の入札が相符する等、手代・庄屋・小百姓に私曲がないよう、諸代官中で聞き合わせて万事俵物以下に高下不同がないように申し付けるべきで、いかに公儀の御徳分が参ったとしても、贈賄・悪才覚は
