いつれの場所に而も外国人に出会之節
書付届方等頼れ、或ハ品物杯贈り候共堅
御断ニおよふへし若無余儀請取之儀有
之候ハヽ右品持参委細之儀は早々其筋
江申出へし隠し置後日於相顕は吟味之

現代語訳
いずれの場所においても外国人に出会った節は、書付や届け方等を頼まれ、あるいは品物等を贈られても堅く御断りに及ぶべし。もしやむを得ず受け取ることがあれば、右の品を持参し委細の儀は早々その筋へ申し出るべし。隠し置いて後日発覚した場合は、吟味の上罪科に処せられるものなり。
右の趣旨を御料・私領・寺社領共に漏れなく触れ知らせるべく候。もっとも天保十三年寅年に仰せ出された浦々の建札は取り払うべく候。

二十四日 朝より快晴暑気強し。夕方より曇り、暮れ六つ過ぎより雨降る。
二十五日 明け七つ前より大風雨、明け方止む。朝五つ時大雨すぐ止む、東風、四つ過ぎより八つ時位まで又々大風雨。八つ過ぎより辰巳に廻る。夕方雨風止む、又々六つ過ぎより南大風雨、終夜雨風強し。
夜四つ時に地震あり、それよりまた風吹き出す。
英語訳
In any location where one encounters foreigners, if they request written documents or reporting procedures, or if they offer gifts or goods, one must firmly decline. If there is an unavoidable circumstance requiring acceptance, one must bring said items and report the detailed circumstances promptly to the proper authorities. If one conceals this and it is discovered later, one will be punished after investigation.
This directive shall be proclaimed without exception to imperial domains, private domains, and temple/shrine lands alike. Moreover, the posted signs at various harbors that were erected by imperial decree in the 13th year of Tenpō (Year of the Tiger) shall be removed.

24th day: Clear weather from morning, strong heat. Overcast from evening, rain from after the sixth hour at dusk.
25th day: Strong wind and rain from before the seventh hour at dawn, stopped at daybreak. Heavy rain at the fifth hour in the morning, stopped immediately, easterly wind. From after the fourth hour until about the eighth hour, again strong wind and rain. After the eighth hour, [wind] turned to the southeast direction. Evening, rain and wind stopped. Again from after the sixth hour, strong southern wind and rain, strong rain and wind all night.
Earthquake at the fourth hour of night, then wind started blowing again.
