Matsudaira Higo-no-kami
Regarding the development and defense of Ezo, as this is an
urgent matter of current necessity, by special arrangement
proportional territories within Ezo have been granted.
Matsudaira Mutsu-no-kami, Satake Sakyō-dayū, and Sakai Saemon-no-jō
have been similarly appointed. They shall coordinate in all matters
so that defense, cultivation, and other duties may be carried out exceptionally well.
However, regarding the guard duty at Hakodate and Matsumae,
this has been exempted. Furthermore, regarding the territories of Manabe Mino-no-kami and Tsu-
garu Tosa-no-kami, they should understand as before that in places
where there are encampments and suitable locations, they should likewise coordinate
and all work together diligently, as has been proclaimed.
