○先年為御趣意被仰出候糸繭冥加銀之儀近年追々致減少等閑之趣共
相聞不相済事に候依之当戌年ゟ御趣法被相改左之通被 仰付候に付糸繭取扱
之者共人別名元吟味之上可申達候
一糸売買之者共商ひ之多少に不拘為冥加銀一ヶ年壱人当り銀五匁つヽ上納
被仰付株札相渡可申事
一繭問屋願之者共為冥加銀一ヶ年壱人当り銀三拾匁つヽ上納被仰付株札相

但他領ゟ買入候儀は不苦
一御城下四郡下共向々に而年行司世話役相立〆り方諸事厳重取扱方
万一心得違之者も於有之は早々可申達事
右之通当戌年ゟ改而被仰出候間株札相願候者共人別吟味之上可申達候尤
株札所持無之者糸繭取扱候儀は決而不相成候に付心得違無之様夫々可被

支配頭へ
○先年御趣意として仰せ出された糸繭冥加銀の件について、近年次第に減少し等閑になっている様子が聞こえており、済まないことである。これにより当戌年から御趣法を改められ、左の通り仰せ付けられたので、糸繭取扱いの者共の人別・名元を吟味の上申し達すべきである。
一、糸売買の者共は商いの多少に関わらず、冥加銀として一ヶ年一人当たり銀五匁ずつ上納するよう仰せ付けられ、株札を相渡すこと
一、繭問屋を願う者共は冥加銀として一ヶ年一人当たり銀三十匁ずつ上納するよう仰せ付けられ、株札を相渡すこと
一、繭仲買の者共は冥加銀として一ヶ年一人当たり銀三匁ずつ上納するよう仰せ付けられ、株札を相渡すこと
但し上納の件は夏秋の糸繭取扱いの際に取り立てること。万一滞った場合は株札を取り上げること
一、糸繭両様を取扱う者共は株札も両様を願うこと
一、糸引合共は在々に立ち入って直買いをせず、最寄りの問屋共から買い請けること
一、問屋以外は仲買であっても他国他領の者へ直買いは決してしてはならないこと
但し他領から買い入れることは構わない
一、御城下四郡下共の向々において年行司・世話役を立て、締まり方・諸事厳重な取扱い方をし、万一心得違いの者があった場合は早々申し達すこと
右の通り当戌年から改めて仰せ出されたので、株札を相願する者共の人別を吟味の上申し達すこと。もっとも株札所持なしに糸繭取扱いをすることは決してならないので、心得違いのないようそれぞれ申し付けるべきである。

To the Administrative Chiefs
○Regarding the tribute silver for silk and cocoons that was announced as domain policy in previous years, it has come to our attention that in recent years this has been gradually decreasing and being neglected, which is unacceptable. Therefore, from this year of the dog, the administrative method has been reformed and the following has been ordered. The individual records and origins of those handling silk and cocoons should be investigated and reported.
1. Those engaged in silk trading, regardless of the volume of their business, shall pay 5 monme of silver per person per year as tribute silver, and trading licenses shall be issued to them
1. Those who wish to become cocoon wholesalers shall pay 30 monme of silver per person per year as tribute silver, and trading licenses shall be issued to them
1. Cocoon middlemen shall pay 3 monme of silver per person per year as tribute silver, and trading licenses shall be issued to them
However, collection of these payments shall be made during summer and autumn when silk and cocoons are handled. If payments fall behind, trading licenses shall be confiscated
1. Those who handle both silk and cocoons must apply for both types of trading licenses
1. Silk brokers shall not enter rural areas to make direct purchases, but must purchase through the nearest wholesalers
1. Anyone other than wholesalers, even middlemen, must never make direct sales to people from other provinces or domains
However, purchasing from other domains is acceptable
1. In the castle town and the four surrounding districts, annual administrators and supervisors shall be appointed to ensure strict handling of accounts and all matters. If anyone is found to have misunderstood their duties, this must be reported immediately
As announced above, this has been newly decreed from this year of the dog, so individual records of those applying for trading licenses should be investigated and reported. Of course, handling silk and cocoons without possessing a trading license is absolutely forbidden, so each person should be instructed to avoid any misunderstanding.
