半減御借米被仰付候近年長々半減御借米後引続八歩御借米被仰付置候上之儀
現代語訳
容易ならぬ事態ではあるが、格別のご配慮をもって定例として支給する品々のうち、扶持方については支給が困難である。その他の支給物については大晦日限りで支給する方針である。この件を面々へ申し渡すべし。
一、正月の扶持方は滞納 一、御擬作により扶持方を支給する
一、例年下賜として支給する 一、かねてよりお嘆きの筋で達しがあった分は評議を延期する
一、新規の拝借については取り上げる必要はない

○この度大川通りの御船蔵前並びに本所筋の川々浚い普請の御用を命じられたが、かねてより財政が不如意な上に過分な入用金をどのように工面するか甚だ心を痛めている。一同承知の通り、このような御用は久しく命じられることもなく、この度の件で支障があっては済まない事態である。したがって家中をはじめ町や在郷へも入用金を申し付ける以外にない。もっとも他国での資金調達を専ら申し付けているが、大金のことで調達方法に不安がある。家中については以前より借米を申し付けている上、近年長期にわたり半減借米を申し付け、困窮極まりない様子である。町や在郷でも種々の調達等を申し付けている上でのことで、国中一同がますます困窮に及ぶであろうと嘆かわしく思うが、やむを得ない時節である。家中末端まで何とか工夫して勤めを続けるよう考えている。なお家老たちが申し聞かせるであろう。 正月

○御自筆をもって仰せ出された通り、この度久しぶりに公辺の御用を命じられ、何分にもご支障なく御勤めなされなくては済まない儀で、甚だご苦労に思し召されている。これにより江戸・大坂をはじめ所々他国での御資金調達を専ら命じられ、なお種々ご評議があったが、方法もない。そこで当戌年より来る子年まで三ヶ年、半減御借米を命じられた。近年長期にわたり半減御借米の後、引き続き八歩御借米を命じ置かれた上でのことである

○Recently we have been ordered to undertake the dredging and construction work of the waterways in front of the ship warehouses on Ōkawa-dōri and the rivers in the Honjo area. Given our already difficult financial situation, I am deeply troubled about how to procure such excessive funds. As everyone knows, such duties have not been ordered for a long time, and we cannot allow any hindrance to this matter. Therefore, we have no choice but to request funds from the retainers as well as townspeople and rural areas. We are primarily requesting financial arrangements from other provinces, but given the large amount, the procurement method is uncertain. Regarding the retainers, we have already imposed borrowed rice payments, and in recent years have imposed long-term half-reduced borrowed rice, causing extreme hardship.
